A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS DECLARING A NEED FOR A PARKING AUTHORITY
TO FUNCTION IN SAID CITY.
WHEREAS, the Parking Law of 1949, hereinafter called "Park-
ing Law" establishes in each City of the State of California a public
body corporate and politic , known as the "Parking Authority" of the
city.
WHEREAS, the Parking Authority shall not transact any busi-
ness or exercise any powers unless and until the legislative body of
the City by resolution declares that there is need for the Authority
to function in the City,
WHEREAS, a serious condition of street traffic congestion
exists in the City of Redlands, and such condition is detrimental to
the public peace , health and safety in that it impedes the movement
and parking of motor vehicles , obstructs ingress and egress to public
and private property, increases traffic hazards , and prevents prompt
and effective fighting of fires and employment of police forces .
WHEREAS, such condition results from inadequate space and
accommodations for off-street parking of motor vehicles, and
WHEREAS, acquisitions and improvements to provide addi-
tional parking spaces and facilities incidental thereto constitute
public uses for the benefit of the City of Redlands , a municipal
corporation, and constitute a public purpose and a governmental, func-
tion for which public money may be spent and private property ac-
quired; and
WHEREAS, it is in the public interest that work on projects
to supply off-street parking shall be initiated as soon as possible
in order to relieve traffic congestion,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS
DOES RESOLVE AS FOLLOWS:
SECTION 1 . That there hereby is declared a need for a
Parking Authority to function in the City of Redlands , and for the
City to exercise the powers of a parking authority, and that it shall
have jurisdiction and parking authority control within the entire
area of the City.
SECTION 2. That , in accordance with the Parking Law, this
City Council declares itself to be the parking authority, and that
all the rights , powers,' duties, privileges and immunities vested by
the Parking Law in the members of the Parking Authority shall be
vested in the City Council.

SECTION 3. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be in
full force and effect .
