A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING
PARKING REGULATIONS FOR THE CITY'S SATURDAY MORNING CERTIFIED
FARMERS' MARKET PURSUANT TO SECTION 10.40.090 OF THE REDLANDS MUNICIPAL
CODE AND RESCINDING RESOLUTION NO. 6884
WHEREAS, the City's Saturday Morning Certified Farmers' Market is a seasonal
community event that provides the community with an opportunity to support local farmers and to
purchase fresh produce during the spring and summer months; and
WHEREAS, the Saturday Morning Certified Farmers' Market brings visitors to the City's
downtown, thereby assisting the economic vitality of Redlands; and
WHEREAS,the Saturday Morning Certified Farmers'Market implements policy I LOg of the
City's General Plan by developing and fostering the expansion and retention of local businesses;and
WHEREAS,the Saturday Morning Certified Farmers'Market utilizes the municipal parking
facilities located on the south side of Redlands Boulevard between Fifth and Sixth streets; and
WHEREAS,the Saturday Morning Certified Farmers' Market presently operates during the
months of April through September from 6:00 a.m. until 11:00 a.m.; and
WHEREAS, the closing of the City's parking lot located on the south side of Redlands
Boulevard between Fifth and Sixth streets is necessary for conducting the Saturday Morning
Certified Farmers' Market and is necessary for the safety and protection of persons who use those
portions of the parking lot during the hours of this special event in accordance with Section
10.40.090 of the Redlands Municipal Code; and
WHEREAS, as a result of the success of the City's Saturday Morning Certified Farmers'
Market, City staff has recommended to the City Council of the City of Redlands ("this City
Council") that the proposed operating times for the Market be extended to year round; and
WHEREAS, pursuant to the California Environmental Quality Act ("CEQA"), this City
Council previously approved a negative declaration for this City Council's adoption of Resolution
No. 6884 which established the operating hours and months of the Saturday Morning Certified
Farmers' Market; and
WHEREAS, in accordance with Section 1.5162 of the State's CEQA Guidelines, this City
Council has determined that no further environmental review is necessary in connection with the
adoption of this Resolution No. 7010 which extends the duration for the use of the municipal parking
facilities on the south side of Redlands Boulevard between Fifth and Sixth streets for the operation of
the Saturday Morning Certified Farmers' Market;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows:
Section 1. Pursuant to Section 10.40.090 of the Redlands Municipal Code,no parking shall
be permitted in the municipal parking lot located on the south side of Redlands Boulevard between
Fifth and Sixth streets as shown on Exhibit "A" when the Saturday Morning Certified Farmers'
Market is setting up and operating year round between the hours of 6:00 a.m. and 1:00 p.m.
ADOPTED, SIGNED AND APPROVED THIS 21st day of December 2010.
