RESOLUTION NO. 2383 A RESOLUTION OF THE CITY OF REDLANDS AMENDING SECTION 3 OF RULE V OF RESOLUTION NO. 2032 ENTITLED "PERSONNEL RULES AND REGULATIONS OF THE CITY OF REDLANDS WHEREAS, the City Council Is authorized and directed under the pro- visions of Ordinance No. 1089 to adopt rules and regulations for the administration of the personnel system. IT IS HEREBY RESOLVED : THAT the City Council of the City of Redlands does hereby amend Section 3 of Rule V of the Personnel Rules and Regulations provided in Resolution No . 2032 . THAT Section 3 of Rule V entitled "Disqualification" shall be amended to read as follows : "Disqualification : The Personnel Officer shall reject any application which indicates on its face that the applicant does not possess the minimum qualifications required for the position, Applications also shall be rejected if the appli- cant is physically unfit for the performance of duties of the position to which he seeks appointment ; is addicted to the habitual excessive use of drugs or intoxicating liquor; has been convicted of a crime involving moral turpitude ; has made any false statement of any material fact , or practices , or attempted to practice , any deception or fraud in his application. Defective applications may be returned to the applicant with notice to amend the same. "No person who is husband, wife, son, daughter, brother, sister, father or mother of a permanent employee , member of the Person- nel Advisory Board or member of the City Council shall be appointed to any salaried position under the city government subject to exception under the following conditions : An exceptionally well- qualified applicant who is the son, daughter, brother sister, father or mother of a permanent employee may not be appointed, transferred or promoted to the same department as such relative , but may be employed in other departments if, after competing in an examination, he ranks among the top three on the employment list and Is strongly recommended by the department head. Appointments , transfers , and promotions of this kind must receive the approval of the City Manager and the concurrence of the Personnel Advisory Board.
