A RESOLUTION OF THE CITY OF REDLANDS AMENDING SECTION 2 OF RULE X
OF RESOLUTION NO. 2032 ENTITLED "PERSONNEL RULES AND REGULATIONS OF
THE CITY OF REDLANDS"
WHEREAS, the City Council is authorized and directed under the
provisions of Ordinance No. 1089 to adopt rules and regulations for
the administration of the personnel system.
IT IS HEREBY RESOLVED:
THAT the City Council of the City of Redlands does hereby amand
Section 2 of Rule X of the Personnel Rules and Regulations provided
in Resolution No. 2032 .
THAT Section 2 of Rule X entitled "Sick Leave" shall be; amended
to read as follows:
"Sick Leave: Sick leave with pay shall be accrued at the
rate of one work day for each calendar month of service.
Sick leave shall not be considered as a privilege which
an employee may use at his discretion, but shall be allowed
only in case of necessity and actual sickness or disability.
Unused sick leave shall be accumulated at the rate of one
work day for each calendar month of service, without limit
as to total accumulation. Accrual begins at the time of
employment, and may be taken during the probationary period.
Accrued sick leave shall be void effective upon severance
from the service.
"In order to receive compensation while absent on sick leave,
employee shall notify his immediate superior or a responsible
person in the department prior to or within two hours after
the time set for the beginning of his daily duties. The
employee may be required to file a physician ' s certificate
or a personal affidavit with the department head stating
the cause of the absence before such leave with pay will be
granted.
"No city employee shall be entitled to sick leave with pay
while absent from duty on account of the following causes :
a. Disability arising from sickness or injury
purposely self-inflicted or caused by any of
his own willful misconduct.
b. Sickness or disability sustained while on leave
of absence other than regular vacation leave
or sick leave.
c. Sickness or injury incurred while in the employ
of an employer other than the City of Redlands.
"Application of "Sick leave" to a portion of a single day
shall be as follows :
a. If any personnel reports for duty and works
less than 2 hours and then reports on sick
call, he shall be marked "sick" for the entire
day.
b. If any personnel reports for duty and works
2 hours or over, but less than 6 hours, he
shall be credited with 1/2 day work and 1/2
day sick tame®
co If any personnel works 6 hours or over he shall
be credited with a full day' s work.
"An eligible employee who is required to be absent from work
by reason of attendance upon members of the immediate family
whose illness requires the care of such employee, may be
allowed to use accrued sick leave with full pay not to exceed
3 work days. In case of death in the immediate family, the
same policy is in effect. Leave of absence with full pay
will not exceed 3 days. Immediate family shall include the
father, mother, brother, sister, spouse or child of any
eligible employee of the city. Consideration will be given
for special cases by the department head or City Manager.
"In order to insure that this benefit is not misused, the
granting or denying of this absence from duty with pay is
the responsibility of the department head. The department
head may grant this request, taking into account whether or
not the occasion actually requires the employee being absent
from work, how often he has been absent before, and his
general record. Department heads are authorized to deny
this request for absence with pay if he feels that it does
not come within the intent of this benefit.
"Allowance for OccuRational Sick Leave: Leave with pay for
employees injured in the line of duty shall be granted as
follows:
a. All employees are insured under Workman ' s Com-
pensation Law. if an employee is injured, the
City shall supply the difference between the
allowance granted by the insurance and the
amount the employee would ordinarily receive for
the period equal to the employee ' s accrued sick
leave. In computing the benefits paid by
insurance, wage benefits alone shall be con-
sidered and medical and hospital benefits shall
be excluded.
The City shall not grant allowances beyond the
period of accrued sick leave.

b. If an employee chooses to use accrued vacation to
extend occupational sick leave, Workman ' s Com-
pensation Insurance allowance will be paid in
addition to the vacation salary.
C . If the person is a miscellaneous employee, the
City shall pay for time lost during the first
seven calendar days at the same rate of pay the
employee will receive if insured by the State
Compensation Insurance Fund, when not covered
by accrued sick leave. "
THAT Section 2 of Rule X as amended herein shall be effective
and in full force as of the 16th day of June 1965.
