A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AND ADOPTING THE CITY OF REDLANDS
HISTORIC ARCHITECTURAL DESIGN GUIDELINES
WHEREAS, on January 28, 1986, the City of Redlands City Council first adopted an
official Historic Design Manual to provide guidance for historic preservation projects; and
WHEREAS, Section 2.62.190 of the Redlands Municipal Code requires that adopted
historic design guidelines shall apply to all landmarks, historic properties, historic and/or scenic
districts (Ord. 1954, 1986); and
WHEREAS, the City of Redlands General Plan 2035 (Section 2.2, Cultural Resources)
contains numerous Policies and Actions that address the protection, preservation, restoration,
rehabilitation, and adaptive reuse of historic properties and historic districts in Redlands; and
WHEREAS, as part of the City's continuing effort towards historic preservation and
recognition of the City's historic heritage, the City of Redlands retained a qualified architectural
firm with expertise in historic architecture (Architectural Resources Group) to develop a
comprehensive update to the City's previous Historic Design Guidelines; and
WHEREAS, the Historic Architectural Design Guidelines are customized to provide
information relevant to the City of Redlands and are intended to serve as a helpful reference for
local property owners, development, staff, and decision -makers in planning, approving, and
implementing preservation, rehabilitation, and restoration projects for historic buildings and
properties; and
WHEREAS, the Historic Architectural Design Guidelines will serve as an educational
resource intended to inform and guide property owners and applicants in the preservation, repair,
and reuse of their properties to ensure that improvements made maintain the historic property's
historic integrity and character; and
WHEREAS, the Historic Architectural Design Guidelines will be utilized by City staff and
the Historic & Scenic Preservation Commission in the review and analysis of Certificate of
Appropriateness applications as a method to review a project's consistency with recommend
practices and historic preservation guidance; and
WHEREAS, the Planning Division maintains the City's list of designated historic
resources, historic landmarks, and historic or scenic districts (with designation or formation subject
to City Council approval), to which properties are added or amended from time to time; and
WHEREAS, on September 3, 2020, the Historic & Scenic Preservation Commission held
a public meeting and considered the staff report, oral report, the testimony and the written evidence
provided by the City, the consultant, and by members of the public; and

WHEREAS, on September 3, 2020, the City's Historic & Scenic Preservation Commission
reviewed the proposed Historic Architectural Design Guidelines and unanimously recommended
approval to the City Council; and
WHEREAS, on February 1, 2024, the Historic & Scenic Preservation Commission held a
public meeting and considered the staff report, oral report, the testimony and the written evidence
provided by the City, the consultant, and by members of the public; and
WHEREAS, on February 1, 2024, the City's Historic & Scenic Preservation Commission
reviewed the revised draft Historic Architectural Design Guidelines and unanimously
recommended approval to the City Council; and
WHEREAS, on July 16, 2024, the City Council of the City of Redlands held a public
meeting and considered the staff report, oral report, the testimony and the written evidence
provided by City staff and by members of the public; and
WHEREAS, the proposal is exempt from. environmental review in accordance with the
California Environmental Quality Act (CEQA) pursuant to Sections 15061(b)(3) of the State
CEQA Guidelines, as there is no possibility of significant environmental effects as a result of
adopting the Historic Architectural Design Guidelines.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The proposal is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines,
as there is no possibility of environmental effects resulting from the adoption of the Historic
Architectural Design Guidelines document.
Section 2. The proposed Historic Architectural Design Guidelines will be consistent with
and will implement numerous Policies and Actions contained in the 2035 General Plan concerning
historic and cultural resources (including but not limited to: Principles 2-P.8, 2-P.12, 2-P.13, 2-
P.14, and 2-P.15; and Actions 2-A.26, 2-A.27, 2-A.28, 2-A.30, 2-A.31, 2-A.32, and 2-A.39
through 2-A.51).
Section 3. The City Council hereby approves and adopts the Historic Architectural Design
Guidelines attached hereto as Exhibit "A."
Section 4. The Development Services Director is hereby authorized and directed to amend
or update Appendix D, entitled "City of Redlands List of Historic Resources," (including but not
limited to the addition of newly designated historic properties, historic landmarks, historic or
scenic districts, or National Register listings) without further action or approval by the City
Council. Such future additions or amendments are hereby incorporated by reference and shall
automatically become an official part of the adopted Historic Architectural Design Guidelines.
Section 5. This Resolution shall become effective upon adoption.
