The City Council of the City of Redlands does ordain:
That Chapter 67 shall be added to Division 6 of the
Redlands Ordinance Code as follows:

Article 670
General
Section 670.0 DEFINITION OF WORDS. Whenever in this
ordinance the following terms are used, they shall have the meaning
respectively ascribed to them in this article.
Section 670.1 VEHICLE CODE DEFINITIONS. Whenever any
words or phrases used in this o:edinance are not defined herein, but
are now defined in the Vehicle Code of the State of California, such
definitions as now existing are incorporated herein and shall be
deemed to apply to such words and phrases as used in this ordinance
as though set forth herein in full.
Section 670.2 "ALLEYmeans a public thoroughfare, not
exceeding thirty (30) feet in width for the use of pedestrians and/or
vehicleE, which affords only a eecondary means of access to the
abutting property.
Section 670.3 "PARKWAY" means that portion of a street
other than a roadway or a sidewalk.
Section 670.4 "ARTICLE" shall mean an article of this
ordinance, unless the article of some other ordinance or law ia
indicated.
Section 670.5 "CITY COUNCIL" shall mean the City Council
of the City of Redlands.
Section 670.6 "HOLIDAYS". Within the meaning of this
ordinance, holidays are every Sunday, the first day of January, the
twelfth day of February, the twenty --second day of February, the
thirtieth day of May, the fourth day of July, the first Monday in
September, the ninth day of September, the twelfth day of October,,
the eleventh day of November, the twenty-fifth day of December,
Thanksgiving Day, State and City Election Days, and all holidays
as designated in California Government Code and any clay proclaimed
a holiday by the President of the United States or the Governor of
California.
Section 670.7 "LOADING ZONES" shall mean the space ad-
jacent to a curb or edge of a roadway reserved for the exclusive
use of vehicles during the loading or unloading of passengers or
materials.
Section 670.3 "BUS LOADING ZONE" shall mean that apace
adjacent to a curb or edge of a roadway reserved for the exclusive
use of busses during the loading or unloading of passengers.
Section 670.9 "PASSENGER LOADING ZONE" shall mean the
space adjacent to a curb or edge of a roadway reserved for the
exclusive use of vehicles during the loading or unloading of
passengers.
Section 670.10 "FREIGHT LOADING ZONE" shall mean the
space adjacent to a curb for the exclusive use of vehicles during
the loading or unloading of passengers.
Section 670.11 "OFFICIAL TRAFFIC SIGNALS" shall mean any
device, whether manually, electrically or mechanically operated by
which traffic is alternately directed to stop and proceed, and which
may be equipped with a flashing feature which when operated dis-
continues normal signal operation and causes the flashing of any
predetermined combination of signal lights, and which is erected by
authority of a public body or official having jurisdiction.
Section 670.12 "OFFICIAL TRAFFIC CONTROL DEVICES" shall
mean all signs, signals, markings and devices not inconsistent with
this ordinance, placed or erected by authority of a public body or
official having jurisdiction for the purpose of regulating, warning
or guiding traffic.
Section 670.13 "PARK" shall mean, to leave standing any
vehicle, whether occupied or not, otherwise than temporarily for
the purpose of and while actually engaged in loading or unloading
of passengers or materials.
Section 670.14 "PEDESTRIAN" shall mean any person afoot.
Section 670.15 "TRAFFIC ENGINEER" shall mean the Traffic
Engineer of the City of Redlands.
Section 670.16 "SECTION" shall mean a section of this
ordinance, unless the section of some other ordinance or law is
specified.
Section 670.17 "STATE DEPARTMENT OP PUBLIC WORKS" shall
mean the Department of Public Works of the State of California.
Section 670.18 "STOP OR STAND." (a) The word "stop"
means the complete cessation of movement. (b) The word "stop or
stand" means any stopping or standing of a vehicle, whether occupied
or not, except where necessary to avoid conflict with other traffic
or in compliance with the directions of a police officer or official
traffic control device.
Section 670.19 "TIME". Whenever certain hours are named
herein they shall mean standard time or daylight-saving time as may
be in current use in tae incorporated City of Redlands.

Section 670.20 "V.EHICLE CODE" shall mean the Vehicle
Code of the State of California.
Section 670.21 (a) "POLICE OFFICER." Every officer of
the municipal police department, and other law enforcement agencies
of the State of California and United States.
(b) "TRAFFIC DIVISION." The traffic division of the police
department of this city, or in the event a traffic division is not
established, then said term whenever used herein shall be deemed
to refer to the police department of this city.
Section 670.22 (a) "LAND ROADWAY." A roadway which is
divided into two or more clearly marked lanes for vehicular traffic.
(b) "THROUGH HIGHWAY." Every street or highway or portion
thereof at the entrances to which vehicular traffic from intersecting
streets or highways is required by law to stop before entering or
crossing the same and when stop signs are erected as provided in this
act.
(c) "CONTROLLED ACCESS HIGH -:AY." Every highway, street or
roadway in respect to which owners or occupants of abutting property
or lands and other per$ons have no legal right of access to or from
the same, except at such point; only and in such manner as may be
determined by the public authority having jurisdiction over such
highway, street, or roadway.
Article 671
Traffic Administration
Section 671.1 "POLICE ADF/INISTRATION." There is hereby
established in the Police Department of this City a traffic division
to be under control of an officer of Police appointed by and directly
responsible to the Chief of Police.
Section 671.2 DUTY OF TRAFFIC DIVISION. It shall be the
duty of the traffic division with such aid as may be rendered by other
members of the police department to enforce the street traffic regu-
lations of this city and all of the State vehicle laws applicable
to street traffic in this city, to make arrests for traffic viola-
tions, to investigate accidents and to cooperate with the city
traffic engineer and other officers of the city in the administration
of the traffic laws and in developing ways and means to improve traf-
fic conditions, and to carry out those duties specially imposed upon
said division by this ordinance and the traffic ordinances of this
city.
Section 671.3 "CITY TRAFFIC ENGINEER." The office of City
Traffic Engineer is hereby established. The City Engineer shall
serve as city traffic engineer in addition to his other functions,
and shall exercise the powers and duties with respect to traffic as
provided in this ordinance.
Section 671.4 1 ERGENCY AND EXPERIMENTAL REGULATIONS.
(a) The Chief of Police is hereby empowered to make regu-
lations necessary to make effective the provisions of the traffic
ordinances of this city and to make and enforce temporary or experi-
mental regulations to cover emergencies or special conditions. No
such temporary or experimental regulation shall remain in effect for
more than 90 days.
(b) The Chief of Police may test traffic control devices
under actual conditions of traffic.
Section 671.5 TRAFFIC COMMISSION: ITS POWERS AND DUTIES. k0 ,,
(a) There is hereby established a traffic commission to �. eK
serve without compensation, consisting of the Chief of Police, the ,'
Chief of the Traffip Division, a member of the City Council, one Vy$

sentatives of unofficial bodies as may be determined and appointed

by the City Council. The chairman of the commission shall be appointed

(b) It shall be hetduty o th traffic commission, a
this end it shall have the authority within the limits of the funds
at its disposal, to coordinate traffic activities (to carry on edu-
cational activities in traffic matters), to supervise the preparation
and publication of traffic reports to receive complaints having to do
with traffic matters, and to recommend to the City Council ways and
means for improving traffic conditions and the administration and
enforcement of traffic regulations.
Article 672
Obedience to Traffic Regulations
Section 672.1 REQUIRED OBEDIENCE TO TRAFFIC ORDINANCE.
It is a misdemeanor for any person to do any act forbidden, or fail
to perform any act required, by this ordinance.
Section 672.2 AUTHORITY OF POLICE ANJ) FIRE DEPARTMENT
OFFICIALS.
(a) It shall be the duty of the officers on the Police
Department or such officers as are assigned by the Chief of Police to
enforce all street traffic laws of this city and all of the State
Vehicle Laws applicable to street traffic in this city.
(b) Officers of the Police Department or such officers as
are assigned by the Chief of Police are hereby authorized to direct
all traffic by voice, hand, or signal in conformance with traffic
laws, provided that, in the event of a fire or other emergency, or
to expedite traffic or to safeguard pedestrians, officers of the
police department may direct traffic as conditions may require not
withstanding the provisions of the traffic laws.
(c) Officers of the Fire Department, when at the scene of
a fire, may direct or assist the police in directing traffic thereat
or in the immediate vicinity.
Section 672.3 OBEDIENCE TO POLICE AND FIRE DEPARTMENT
OFFICIALS. No person shall wilfully fail or refuse to comply with
any lawful' order or direction of a police officer or fire department
official.
Section 672.4 PERSONS OTHER THAN OFFICIALS SHALL NOT
DIRECT TRAFFIC. No person other than an officer of the Police
Department or a person deputized by the Chief of Police or person
authorized by law shall direct or attempt to direct traffic by
voice, hand or other signal..
Section 672.5 PUBLIC EMPLOYEES TO OBEY TRAFFIC REGULATIONS.
The provisions of this ordinance shall apply to the driver of any
vehicle owned by or used in the service of the United States Govern-
ment, the state, or any county or city. It shall be unlawful for any
said driver to violate any of the provisions of this ordinance except
as otherwise permitted in this ordinance or by State :3tatute.
Section 672.6 EXEf'1I'TION OP CERTAIN VEHICLES.
(a) The provisions of this ordinance regulating the opera-
tion, parking and standing of vehicles shall not apply to any vehicle
that has qualified under the Vehicle Code as an authorized emergency
vehicle, when any such vehicle is operated in the manner specified
in the Vehicle Code in response to an emergency call
(b) The foregoing exemption shall not, however, protect
the driver of any such vehicle from the consequences of his wilful
disregard of the safety of others.
(c) The provisions of this ordinance regulating parking
or standing of vehicles shall not apply to any vehicle of the Redlands

Police Department, Redlands City Vehicles, County Road Department
vehicles, :state Department of Public "Jerks vehicles while necessarily
in use for constructions repair work, survey work, traffic engineering
investigations or for performance of other necessary duties, or any
vehicle owned by the United States while in use for the collection,
transportation or delivery of the United States mail.
Section 672.7 IMMEDIATE NOTICE OF ACCIDENT. The driver
of a vehicle involved in any accident resulting in injury, death of
any person or property damage, no matter how slight, shall immediately
by the quickest means of communication give notice of such accident
to the police department if such accident occurs within the city.
The driver, in case of injury, shall immediately arrange for trJ.ns-
portation to a Physician, surgeon or hospital of any person injured
in an accident if the injured does not object to such transportation.
The driver shall remain at the scene of the accident until the arri-
val of the police except where the driver is injured; in such cases,
the police shall proceed to the physician, surgeon or hospital for
the interview.
Article 673
Traffic Control Devices
Section 673.1 AUTHORIZATION OF SIGNS. The City Council
shall be resolution determine and designate the size, shape and
direction signs, other than signs the size, shape, and character of
which have been established by the State Department of Public ';forks
pursuant to the Vehicle Code.
Section 673.2 FAILURE TO POST SIGNS. No provision of
this ordinance for which signs are required shall be enforced against
an alleged violator thereof unless appropriate signs are in place
and sufficiently legible to be seen by an ordinarily observant per-
son, giving notice of such provision.
Section 673.3 AUTHORIZATION OF SIGNALS.
(a) The City Council shall be resolution designate upon
the basis of a traffic engineering investigation what intersections
shall be .controlled by official traffic control signals.
(b) Whenever the City Council finds upon the basis of a
traffic engineering investigation that the conditions, because of
which traffic control signals have been pieced at an intersection
pursuant to Section 673.3 (a), no longer exist, the City Council
shall by resolution direct thet such traffic control signals be
removed.
Section 673.4 PLACING OF S1GiiALS . The Traffic Engineer
is hereby authorized to place, maintain, operate orremove, or cause
to be placed., maintained, operated or removed, all official traffic
control signals authorized by the City Council as herein provided.
Such official traffic signals shall conform to the provisions of
Section 476 of the Vehicle Code.
Section 673.5 TRAFFIC COiT1 OL DEVICES: HOU3S OP OIERATION,
The Traffic Engineer is hereby authorized to determine upon the basis
of a traffic engineering investigation, the hours and days during
which any traffic control device shall be in operation or be in effect,
except in those cases where such hours or days are specified in this
ordinance or established by resolution of the city Council.
Section 673.6 TRAMC .,NGINEER rAY INSTALL TRaFF IC CONTROL
DEVICE$.
(a) The Traffic Engineer may place and maintain such traffic
control devices in aJdition to those authorized by other provisions
of this ordinance as may be necessary to regulate, guide or warn
traffic, but the Traffic Engineer shall make such determination upon
the basis of traffic engineering principles and traffic investigations
and in accordance with such standards, limitations and rules as may
be established by ordinance or resolution of the City Council.
(b) "dhenever the Traffic Engineer finds upon the basis of
a traffic investigation that the conditions, because of which such
traffic control devices have been installed as provided in Section
673.6 (a), no longer exist, the Traffic Engineer shall remove such
traffic control devices.
Section 673.7 TRAFFIC MARKINGS.
(a) The Traffic Engineer is hereby authorized to place upon
the basis of a traffic engineering investigation, traffic guide lines,
divided highway; into the number of traffic lanes that are proper and
necessary, and may place such other pavement markings as are necessary
to direct vehicular movements in accordance with requirements of i;his
ordinance and the Vehicle Code.
(b) Whenever the Traffic Engineer finds upon the basis of
a traffic engineering investigation that the conditions, because of
which traffic guide lines or other markings were placed as provided
in Section 673.7 (a), no longer exist, the Traffic Engineer shall
remove such traffic guide lines or such markings.
Section 673.8 Tt FORM Y R.E _OVAL OF SIGiL LS AND OTHER
A.GILITIES: SUSPENSION 0P REGULATIONS. Whenever, because of the
construction, alteration, repair or improvement of any highway, or
because of other emergency, compliance with any prohibition of this
ordinance, including a prohibition pursuant to any action of the
City Council taken in accordance with this ordinance, will create
a traffic hazard and the Traffic Engineer so finds, he is hereby
authorized to either remove or cover up any traffic control device
which informs persons of such prohibition. ',mile such traffic con-
trol device is removed or covered the effect of such prohibition is
suspended. At the end of such emergency, unless otherwise deter-
mined by the City Council, the Traffic Engineer shall replace or
uncover such traffic control device.
Article 674
Turning Movements
Section 674.1 RESTRICTED TURN SIGNS.
(a) Pursuant to Section 459.1 of the Vehicle Code, when-
ever the City Council determines upon the basis of a traffic engi-
neering investigation that the prohibition of the making of any
turning movement by a vehicle at any intersection or between any
designated intersections iss necessary, the City Council shall by
resolution direct the Traffic Engineer to erect an appropriate
sign or signs stating the prohibition of such turning movement
at such intersection or between such intersections. The sign or
signs .may be supplemented by appropriate pavement markings.
(b) ':Whenever the City Council finds upon the basis of a
traffic engineering investigation that the conditions, because of
which such turning movement at such intersection or between such
intersections has been prohibited as provided in Section 674.1 (a),
no longer exists, the City Council shall direct the Traffic Engineer
to remove such sign or signs and pavement markings.
Section 674.2 TURNING MARKERS AND MULTIPLE LANES.
(a) Pursuant to Section 540 (c) of the Vehicle Code, the
City Council hereby authorizes the Traffic Engineer upon the basis
of a traffic engineering investigation to place markers, buttons
or signs within• or adjacent to intersections and thereby require
and direct that a different course from that specified in Section
540 of the Vehicle Code be traveled by vehicle turning at an inter-
section or may allocate and indicate more than one lane of traffic
from which drivers of vehicles may make right or left hand turns.

(b) Whenever the Traffic Engineer .finds upon the basis of
a traffic engineering investigation that any turning movement within
or adjacent to any intersection which has been required by the placing
of markers, buttons or signs as provided in Section 674.2 (a), is no
longer necessary, the Traffic Engineer shall remove such markers,
buttons, or signs.
Article 675
One -Way Streets and Alleys
Section 675.1 (a) Pursuant to Section 459 (e) of the
Vehicle Code, whenever the City Council determines upon the basis of
a traffic engineering investigation that it is necessary to designate
particular highways or alleys or portions thereof as one-way high-
ways or alleys and require that all vehicles thereon move in one
specified direction, the City Council shall be resolution direct
the Traffic Engineer to erect appropriate signs indicating the di-
rection of travel at each highway or alley intersecting such one-way
highway or alley upon such particular highway or alley or portion
thereof.
(b) Whenever the City Council finds upon the basis of a
traffic engineering investigation that the conditions, because of
which such highway or alley or portions thereof has been designated
as a one-way highway or alley as provided in Section 675.1 (a), no
longer exist, the City Council shall by resolution direct the Traffic
Engineer to remove such signs from such one-way highway or alley.
Article 676
Through Highways and Special Stops
Section 676.1 ESTABLISHMENT OF THROUGH HIGHWAYS. Pursuant
to Sections 459 (g) and 471 of the Vehicle Code, the City Council
may determine upon the basis of a traffic engineering investigation,
by resolution that it is necessary to designate any highway as a
through highway and to require that all vehicles stop before entering
or crossing the same or to designate any intersection as a stop inter-
section and to require all vehicles to stop at one or more entrances
to such intersection when signs are erected as provided in the Vehicle
Code.
Section 676.2 STOP SIGNS AT RAILROAD GRADE CROSSINGS,.
Pursuant to Section 459.5 of the Vehicle Code, the City Council may
determine upon the basis of a traffic engineering investigation, by
resolution that all vehicles shall stop before entering or crossing
the tracks at any highway railroad trade crossing when signs are in
place giving notice thereof, but no such ordinance shall be effective
unless approved by an order of the Lublic Utilities Corn ission of
the State.
Section 676.3 LLAC1NG OF STOP SIGNS. ':'hen the City Council
has adopted resolutions pursuant to Sections 676.1 and 676.2 of this
ordinance, the Traffic Engineer shall erect a stop sign on each and
every street intersecting ouch through street or portion thereof so
designated and at those entrances of other intersections where a
stop is required and at any railroad grade crossing so designated.
Every such sign shall conform with and shall be placed as provided
in Section 471 of the Vehicle Code. Such signs may be supplemented
by appropriate pavement markings.
Section 676.4 REMOVAL OF STOP SIGNS. Whenever the City
Council finds, upon the basis of a traffic engineering investigation,
that the conditions, because of which such highways have been desig-
nated as through highways or such intersection or such highway rail-
road grade crossing has been designated at which vehicles are required
to stop before entering the tracks, as provided in Sections 676.1
and 676.2, no longer exist, the City Council shall by resolution
direct the traffic engineer to remove such signs and pavement mark-
ings from such intersections or railroad grade crossings.
Section 676.5 EMERGENCY STOP SIGNS. The Traffic Engineer
is hereby authorized when any emergency condition as indicated by
a traffic engineering investigation exists at any highway inter-
section or intersections, to place and maintain stop signs as pro-
vided in Section 676.3 for the duration of such emergency condition.
Such stop signs shall be removed when such emergency con-
ditions ceases to exist unless otherwise determined by the City Council.
Section 676.6 El4ERGENCY REDDVAL OF STOP SIGNS. The
Traffic Engineer is hereby authorized, when because of temporary
detours, or other emergency it would be impractical and a hazard to
require vehicles to stop at an intersection where stop signs have
been erected pursuant to this ordinance, to either remove such signs
or so cover them that no portion of the word "Stop" remains visible.
At the termination of such emergency the Traffic Engineer shall re-
store such signs or uncover such signs unless otherwise determined
by the City Council.
Section 676.7 OBEDIENCE TO STOP SIGNS. Where stop signs
have been erected pursuant to this ordinance, any vehicle approaching
such sign shall stop in accordance with the provisions of Section 577
of the Vehicle Code except that no stop is required where:
(a) An officer is on duty and directs traffic to proceed.
(b) A traffic signal is in operation and indicates that
traffic may proceed.
(c) A stop sign has been removed or covered pursuant to
Section 676.6.
Section 676.8 YIELD RIGHT-OF-WAY SIGNS AT INTERSECTIONS.
(a) Pursuant. to Section 471.1 of the Vehicle Code, whenever
the City Council determines upon the basis of a traffic engineering
investigation that it is necessary to require vehicles entering an
intersection at one or more of its approaches to slow and yield the
right-of-way ao provided in Section 550.1 of the Vehicle Code, the
City Council shall by resolution direct the !Traffic Engineer to
erect and maintain "Yield Right -of -Way" signs on such approaches.
(b) Whenever the City Council determines upon the basis of
a traffic engineering investigation that the conditions, because of
which the "Yield Right -of -Way" signs were erected as provided in
Section 676.8 (a), no longer exist, the City. Council shall by reso-
lution direct the Traffic Engineer to remove such signs.
Section 676.9 EMERGING PROM ALLEY, DRIVEWAY OR BUILDING.
The driver of a vehicle within a business or residence district
emerging from an alley, driveway, or building shall stop such vehicle
immediately prior to driving onto a sidewalk or onto the sidewalk
area extending across any alleyway, yielding the right-of-way to any
pedestrian as ray be necessary to avoid collision, and upon entering
the roadway shall yield right-of-way to all vehicles approaching
on said roadway.
Section 676.10 STOP '.:HEN TRAFFIC OBSTRUCTED. No driver
shall enter an intersection or a marked crosswalk unless there is
sufficient space on the other side of the intersection or crosswalk
to accommodate the vehicle he is operating without obstructing the
passage of other vehicles or pedestrians notwithstanding any traffic
control signal indication to proceed.

Stopping Standing and Parking
Section 677.1 APPLICATION 01? REGULATIONS.
(a) The provisions of this ordinance prohibiting the stop-
ping, standing or parking of a vehicle shall apply at all time; or
at those times herein specified, except when it is necessary to stop
a vehicle to avoid conflict with other traffic or in compliance with
the directions of a police officer or official traffic control device.
(b) The provisions of this ordinance imposing a time limit
on standing or parking shall not relieve any person from the duty to
observe other more restrictive provisions of the Vehicle Code or an
ordinance of this City prohibiting or limiting the standing; or park-
ing of vehicles in specified places or at specified times.
Section 677.2 ST,.NDING PROHIBITED BETWEEN ROADWAYS. No
person shall stop, stand or park a vehicle within any median strip
between roadways or within any traffic island or other area desig-
nated to separate or guide the movement of traffic.
Section 677.3 PARKING PARALLEL WITH CURB.
(a) Subject to other and more restrictive limitations a
vehicle may be stopped or parked within 18 inches of the left hand
curb facing in the direction of traffic movement upon any one-way
street unless signs or curb markings as described in Section 678.5
are in place prohibiting such stopping or standing.
(b) In the event a highway includes two or more separate
roadways and traffic is restricted to one direction upon any such
roadway, no person shall stand or park a vehicle upon or adjacent
to the left hand side of such one-way roadway unless signs are in
place permitting such standing or parking.
(c) Whenever the City Council determines upon the basis of
a traffic engineering investigation that standing or parking of
vehicles shall be prohibited upon the left-hand side of any one-
way street or when standing or parking may be permitted upon or
adjacent to the left-hand side of any one-way roadway of a highway
having two or more separate roadways, the City Council shall by
resolution direct the Traffic Engineer to place signs, pavement
markings or curb markings as described in Section 678.5 on such
street or highway giving notice thereof.
(d) ';S,thenever the City Council upon the basis of a traffic
engineering investigation finds that the conditions because of which
parking was either prohibited or permitted as provided in Section
677.3 (c), no longer exist, it shall by resolution direct the
Traffic Engineer to remove such signs, pavement markings and curb
markings from such portion of street or highway.
Section 677.4 PARKING PROHIBITED ON NARROW STREETS.
(a) The Traffic Engineer is hereby authorized upon the
basis of a traffic engineering investigation to place signs or curb
markings as described in Section 678.5 indicating no parking upon
any highway when the width of the roadway and shoulders of such
highway does not exceed twenty (20) feet or upon one side of a
highway when the width of the roadway and shoulders of such high-
way does not exceed thirty (30) feet.
(b) `."Nhenever the Traffic Engineer finds that due to
widening, the conditions as set forth in Section 678.4 (a) no
longer exist, he shall remove such signs and curb markings from
such portion of such highway.
Section 677.5 PERMIT FOR LOADING OR UNLOADING AT AN
ANGLE TO TIHE CURB. The Traffic Engineer is authorized to issue
special permits to allow the backing of a vehicle to the curb
for the purpose of loading or mil oading merchandise or materials
subject to the terms and conditions of such permit. Such permits
may be issued either to the owner or lessee of real property or
to the owner of the vehicle and shall grant to such person the
privilege as therein stated and authorized herein, and it shall
be unlawful for any permittee or other person to violate any of
the special terms or conditions of any such permit.
Section 677.6 PARKING ADJACENT TO SCHOOLS.
(a) The Traffic Engineer is hereby authorized upon the
basis of a traffic engineering investigation to place signs or curb
markings described in Section 678.5 indicating no parking upon either
side of any street adjacent to any school property when such parking
;ould interfere eith traffic or create a hazardous situation.
(b) "Whenever the Traffic Engineer upon the basis of a traf-
fic engineering investigation finds that the conditions because of
which parking was prohibited as provided in Section 677.6 (a) he
shall remove such signs and curb markings.
Section 677.7 STOPPING OR STANDING PROHIBITED IN SPECIFIED
(a) The Traffic Engineer is hereby authorized to prohibit
stopping, standing or parking and to place signs or curb markings
described in Section 678.5 at any of the following places when such
prohibition as indicated by a traffic engineering investigation will
alleviate dangerous hazardous traffic conditions, facilitate the full
use of the roadway or serve the convenience of the public.
(1) At any place within one hundred (100) feet
of the intersection of two or more highways.
(2) At any place within twenty-five (25) feet of
a railroad grade crossing.
(3) Adjacent to either side of a crosswalk or
driveway entrance for a distance not to exceed twenty (20)
feet from either side of such crosswalk or driveway.
(4) Adjacent to any fire hydrant when it has
been determined that stopping, standing or parking of any
vehicle, whether attended or unattended, would present
some special hazard or would prevent ready access to the
fire hydrant.
(5) At any place in connection with a street or
highway vehicular parking layout or plan.
(b) :`Whenever the Traffic Engineer upon the basis of a
traffic engineering investigation finds that the conditions because
of which stopping, standing or parking was prohibited as authorized
in Suction 677.7 (a) no longer exist, he shall remove such signs and
such curb markings from such portion of such street or highway.
Section 677.8 UNATTENDED MOTOR VEHICLE. No person driving
or in charge of a motor vehicle shall permit it to stand unattended
without first stopping the engine, locking the igni iT on, removing
the key and effectively setting the brake thereon and, when standing
upon any grade, turning the front wheels to Curb or side of the
highway.
PLACES.
Section 677.9 RESTRICTION OR PROHIBITION OF PARKING.
(a) Whenever the City Council determines upon the basis of
a traffic engineering investigation that it is necessary to prohibit
stopping, standing or parking of vehicles on certain highways or por-
tions thereof at all or certain hours of the day in order to facili-
tate the movement of traffic or to eliminate hazardous conditions,
the City Council shall by resolution direct the Traffic Engineer to
place appropriate signs or curb markings as designated in Section
678.5 on such highways or portions thereof.
(b) Whenever the City Council upon the basis of a traffic
engineering investigation finds that the conditions because of which
it was necessary to prohibit the stopping, standing or parking of
vehicles at all or certain hours of the day as provided in Section
677.9 (a), no longer exist, the City Council. shall by resolution
direct the Traffic Engineer to remove such signs and curb markings
from such highways or portions thereof.
Section 677.10 TEMPORARY NO PARKING. Whenever the Traffic
Engineer determines that traffic congestion or traffic hazard of any
emergency nature is likely to result from the operation, stopping,

loading zone.

Section 678.5 CURB idARKING6 TO INDICATE NO STOPrING AND
PARKING REGULATIONS.
(a) The Traffic Engineer is hereby authorized, subject to
the provisions and limitations of this ordinance, to place, and when
required herein shall place the following curb markings to indicate
parking or otanding regulations, and said curb markings shall have
the meaning herein set forth.
1. Red shall mean no stopping, standing or
parking at any time except as permitted by the Vehicle Code
and except that a bus may stop in a red zone marked or
signed as a bus zone.
2. Yellow shall mean no stopping, standing or
parking at any time between 7:00 o'clock A. M. and 6:00
o'clock P. M. of any day except Sundays and holidays for
any purpose other than the loading or unloading of pas-
sengers or materials, provided that the loading or un-
loading of passengers shall not consume more than three
(3) minutes nor the loading; or unloading of materials
more than twenty (20) minutes.
3. :White shall mean no stopping, standing or
parking for any purpose other than loading or unloading
of passengers which shall not exceed three (3) minutes
and such restrictions shall apply between 7:00 A. M. and
6:00 1. M. of any days except aundays and holidays and
except as follows:
(1) `.:hen such zone is in front of a
hotel the restrictions shall apply at all
times.
(2) 'r:hen such zone is in front of a
theater the restrictions shall apply at all
times except when such theater is closed.
4. Green shall mean no standing or parking for
longer than such time as shall be indicated by sign or
lettering on the curb at any time between such hours as
shall be indicated by signs or curb markings.
(b) When there are no curbs, the Traffic engineer shall
indicate the parking or standing regulations by installing in lieu
of curb markings appropriate signs giving; notice of such regulations.
Section 678.6 EFFECT OF kERMISSION.TO LOAD OR UNLOAD.
(a) Permission herein granted to stop or stand a vehicle
for purposes of loading or unloading materials shall apply only to
commercial vehicles and shall not extend beyond the time necessary
therefor, and in no event for more than twenty (20) minutes.
(b) The loafing or unloading of materials shall apply only
to commercial deliveries, the delivery or pick up of express and par-
cel post packages and United States mail.
(c) Permission herein granted to stop or park for purposes
of loaning or unloading passengers shall include the loading or un-
loading of personal baggage but shall not extend beyond the time
necessary therefor and in no event for more than three (3) minutes.
(d) i7ithin the total time limits above specified, the pro-
visions of this section shall be enforced so as to accommodate
necessary and reasonable loading or unloading but without permitting
abuse of the privileges hereby granted.
Section 678.7 STANDING IN ANY ALLEY. No person shall
stop, stand or park a vehicle for any purpose other than the loading
or unloading of passengers or materials in any alley.
(a) When loading or unloading passengers the time shall
not exceed three (3) minutes.
(b) V;hen loading or unloading materials the time shall
not exceed twenty (20) minutes.

Section 678.8 BUS LOADING ZONES ADJACENT TO SCHOOLS.
(a) The Traffic Engineer is hereby authorized upon the basis
of a traffic engineering investigation to place signs or curb markings
described in Section 678.5 indicating Bus Loading Zone upon either side
of any street adjacent to any school property when such loading zone
would facilitate the orderly movement of traffic.
(b) Whenever the Traffic Engineer, upon the basis of a
traffic engineering investigation, finds that the conditions because
of which a bus loading zone was established as provided in Section
678.8 (a) no longer exist, he shall remove such signs and curb
markings.
Article 679
Additional Parking Regulations
Section 679.1 ANGLE PARKING.
(a) Thenever the City Council determines upon the basis of
a traffic engineering investigation that the width of a highway or
portion thereof and traffic conditions are such that the parking of
vehicles at an angle to the curb or edge of the highway will not be
unduly hazardous to the flow of traffic and that there is need for
additional parking space which angle parking will provide, the City
Council shall by resolution direct the Traffic Engineer to, and the
Traffic Engineer shall indicate at what angle traffic conditions
make it desirable that vehicles should be parked by placing parallel
white lines upon the surface of such highway or portion thereof.
On such portions of such highways a person shall not stop,
stand or park any vehicle except between, at the angle indicated by,
and parallel to both adjacent white lines, with the nearest wheel
not more than one foot from the curb or bumper ahich may be placed
in lieu of curbs or the edge of the highway. The Traffic Engineer
may prohibit stopping, standing, or parking in connection with any
angle parking layout or plan as provided in Section 677.7 (a) (5).
(b) ;henever the City Council upon the basis of a traffic
engineering investigation finds that the conditions, because of which
angle parking has been permitted upon a highway or portion thereof as
provided in Section 679.1 (a), no longer exist, the City Council shall
by resolution direct the Traffic Engineer to obliterate such angle
parking lines and other markings from such highways or portions
thereof. Thereafter on such portion of the highway no person shall
stop, stand or park a vehicle, other than according to Section 588
(a) of the Vehicle Code or as provided in this ordinance.
Section 679.2 PARALLEL PARKING LINES.
(a) '::henever parallel parking is required on a highway or
portion thereof as provided in Section 588 (a) of the Vehicle Code,
the City Council hereby authorizes the Traffic Engineer to place
white lines consistent with the provisions of Section 588 (a) of the
Vehicle Code parallel to and/or at right angle to the curb or edge
of the highway when a traffic engineering investigation indicates
that such white lines would facilitate the parking of vehicles or
alleviate a hazardous condition. When such white lines have been
placed no person shall stop, stand, or park a vehicle outside of
the rectangular space indicated, by such lines and the curb or the
edge of the highway. The Traffic Engineer may prohibit stopping,
standing or parking in connection with any parallel parking plan or
layout as provided in Section 677.7 (a) (5).
(b) 'Whenever the Traffic Engineer upon the basis of a
traffic engineering investigation finds that the conditions, because
of which parallel white lines were placed as provided in Section
678.2 (a), no longer exist, the Traffic Engineer shall obliterate
such white lines from such highway or portion thereof.

Section 679.3 RIGHT-OF-WAY '`11i N PARALLEL PARKING.
(a) Definition. For the purpose of this section, a "limited
parallel parking space" shall mean an area open for lawful parking
alongside of, and adjacent to, a curb or edge of a highway, which
area ie not sufficient length to permit two or more vehicles to park
therein at the same time.
(b) Any person seeking to park his vehicle in a limited
parallel parking space, whose vehicle arrives at said parking space
prior to any other vehicle, and who proceeds beyond said space with
his entire vehicle a distance not to exceed ten feet for the purpose
of backing his vehicle therein, shall have the right-of-way over any
person driving or attempting to drive any other vehicle directly into
such limited parallel parking space and the driver of such other
vehicle shall yield the right-of-way to the driver who first arrived
at said limited parallel parking space.
Article 680
Speed Zones
Section 680.1 AUTHORITY TO INCREASE 25-MILE LIMIT.
(a) Pursuant to Section 511.3 (a) of the Vehicle Code,
whenever the City Council determines upon the basis of a traffic
engineering investigation that a greater speed would facilitate the
orderly movement of vehicular traffic and would be safe upon any
street otherwise subject to a prima facie limit of 25 miles per
hour under the Vehicle Code the City Council shall determine and
declare a higher prima facie speed limit. Then such determination
has been made, the City Council shall by resolution direct the
Traffic Engineer to erect and maintain signs upon such street as
provided in Section 468.1 of the Vehicle Code indicating the ap-
propriate prima facie speed limit. Such markings may be supple-
mented by appropriate pavement markings.
(b) :Whenever the City Council upon the basis of a traffic
engineering investigation finds that the conditions, because of
which a speed limit has been determined as provided in Section
680.1 (a) no longer exist, the City Council shall by resolution
direct the Traffic Engineer to remove such signs and markings from
such street.
Section 680.2 AUTHORITY TO DECREASE 55-MILE LI IT.
(a) Pursuant to Section 511.3 (b) of the Vehicle Code,
whenever the City Council determines upon the basis of a traffic
engineering investigation that the prima facie limit of 55 miles per
hour is more than is reasonable or safe upon any street or highway
where such prima facie limit of 55 miles per hour is applicable
under the Vehicle Code, the City Council shall determine and de-
clare a lower prima facie limit which is appropriate to facilitate
the orderly movement of traffic and is reasonable and safe. ',','hen
such determination has been made the City Council shall by resolu-
tion direct the traffic engineer to erect and maintain upon such
street or highway as provided in Section 463.1 of the Vehicle Code
indicating the appropriate speed limit. Such signs may be supple-
mented by appropriate pavement markings.
(b) Whenever the City Council, upon the basis of a traffic
engineering investigation finds that the conditions because of which
a speed limit has been determined as provided in Section 680.2 (a)
no longer exist, the City Council shall by resolution direct the
Traffic Engineer to remove such signs and pavement markings from
such street or highway.
Article 681
Crosswalks
Section 681.1 ESTABLISHL: NT O1
S;CTIONS.
(a) Pursuant to Section 459.2 of
the City Council determines upon the basis

investigation that a crosswalk between intersections would facilitate
the orderly movement of pedestrian and vehicular traffic, the City
Council shall by resolution direct the Traffic Engineer to provide and
maintain painted markings or other appropriately devised symbols or
warning signs ut all crosswalks which have been designated as such.
(b) Whenever the City Council finds upon the basis of a
traffic engineering study that the conditions because of which a
crosswalk has been provided and maintained as provided in Section
681.1 (a), no longer exist, shall by resolution direct the Traffic
Engineer to remove such markings, symbols or signs from such cross-
walk.
Section 681.2 ESTABLISHL:J T OF CROSSWALKS AT INTERSECTIONS.
(a) The City Council hereby authorizes the Traffic Engineer
to provide and maintain painted crosswalk markings or other appropri-
ately devised symbols or warning signs at any intersection whenever
a traffic engineering investigation indicates that such markings,
symbols or signs would facilitate the orderly movement of pedestrian
and vehicular traffic.
(b) :rhenever the Traffic Engineer upon the basis of a
traffic engineering investigation finds that the conditions because
of which painted crosswalk markings or other appropriately devised
symbols or warning signs at any intersection have been provided and
maintained as provided in Section 681.2 (a), no longer exist, the
Traffic Engineer shall remove such markings, symbols or signs at
such crosswalk.
Section 681.3 'JHEaN PEDESTRIANS MUST USE CROSS"IA,LKS. No
pedestrian shall cross a roadway other than by a crosswalk in the
central traffic district or in any business district.
Section 681.4 CROSSING AT RIGHT ANGLES. No pedestrian
shall cross a roadway at any place other than by a route right angles
to the curb or by the shortest route to the opposite curb except in
a marked crosswalk.
Section 681.5 JTANDING IN ROADWAYS. No person shall
stand in any roadway other than in a Safety Zone or in a crosswalk
if such action interferes with the lawful movement of traffic.' This
section shall not apply to any public officer or employee, or em- -...
ployee of a public utility when necessarily upon a street in line
of duty.
Article 682
Weight Limitations
Section 682.1 LIMITS ON UNIMPROVED HIGHWAYS.
(a) ''henever the City Council determines upon the basis
of an engineering investigation that a highway is unimproved as the
work "unimproved" is used in Section 714 of the Vehicle Code and that
the nature of the pavement or surface is such that it will be damaged
if vehicles of over a certain gross weight are permitted to operate
thereon, the City Council shall by resolution direct the Traffic
Engineer to erect signs specifying the maximum gross'weight limits
which shall be permitted to operate on such highway.
(b) The Traffic Engineer shall erect and maintain signs
upon all unimproved highways upon which a weight limit is imposed
at the entrances thereto from all improved highways, from all high-
ways upon which no weight limit has been imposed, and from all
highways upon which a greater weight limit has been imposed.
c) Whenever such weight limit signs have been placed as
provided in this section, it shall be a misdemeanor for any person
to drive or operate a vehicle upon such unimproved highway when the
maximum gross weight limit stated by such signs except that any
commercial vehicle shall not be prohibited from using any city high-
way by direct route to or from a state highway for the purpose of
delivering or loading for transportation goods, wares, or merchandise,
as provided in Section 714 (c) of the Vehicle Code.

(d) Whenever the City Council finds that because of
repaving or repair of an unimproved highway that a weight limit is
no longer necessary upon such highway, the City Council shall by
resolution direct the Traffic Engineer to remove the weight limit
signs from such highway or entrances thereto.
Section 682.2 TEMPORARY LIMITS ON IMPROVED HIGHWAYS.
(a) Whenever the City Council upon the basis of an engineer-
ing investigation determines that an improved highway as defined in
Section 714 of the Vehicle Code, will be destroyed by reason of de-
terioration if vehicle of over a certain gross weight is permitted
to operate thereon, the City Council shall by resolution direct the
Traffic Engineer to erect temporary signs, as provided in Section
682.1 (b) for unimproved highways, specifying the maximum gross
weight limits upon such highway. No such reduced weight limits
shall extend for a period of more than 90 days unless actual repair
of such highway is begun within such time and thereafter continuously
carried on to completion.
(b) '.henever such temporary weight limit signs have been
placed as provided in this section, it shall be a misdemeanor for any
person to drive or operate a vehicle upon such improved highway when
the maximum gross weight of such vehicle plus the weight of the load
thereon exceeds the weight limit stated by such signs except that
any commercial vehicle shall not be prohibited from using any City
highway by direct route to or from a state highway for the purpose
of delivering or loading for transporting goods, wares, or merchan-
dise as provided in Section 714 (d) of the Vehicle Code.
Section 682.3 CLOSING HIGHWAYS TO COMMERCIAL VEHICLES
(a) Pursuant to Section 714.1 of the Vehicle Code whenever
the City Council determines upon the basis of a traffic engineering
investigation that it is necessary to prohibit the use of any street,
road, or highway in residential subdivision area to commercial ve-
hicles exceeding a gross weight of 1400 pounds, the City Council
shall by resolution direct the Traffic :engineer to erect and main-
tain signs indicating such prohibition.
(b) '.henever the City Council determines upon the basis of
a traffic investigation that the conditions because of ehich a load
limit 'as established as provided in Section 682.3 (a) no longer exist,
the City Council shall by resolution direct the Traffic engineer to
remove such weight restriction sign..
Article 683
Weight Limits on Bridges
Section 683.1 "Ihenever the City Council determines upon
the basis of an engineering investigation tielt the structure of a
bridge on a highway is such that it is unsafe for vehicles over a
certain weight to use such bridge, the City Council shall by reso-
lution direct the Traffic Engineer to place signs at both entrances
to such bridge specifying the maximum gross weight limits of any
vehicle or combination of vehicles which shall be permitted to cross
such bridge.
Article 684
Miscellaneous Provisions
Section 684.1 RIDING ON VOTO.kCYCLL;S .iolD BICYCLES. No
person shall ride upon a highway on either a motorcycle or bicycle
on a portion of said vehicle which is not specifically designed for
the carrying of passengers nor shall any person operating a motor-
cycle or bicycle upon a highway permit another to do so.

Section 684.2 CLINGING TO MOVING VEHICLES. It shall be
unlawful for any person traveling upon any bicycle, motorcycle,
motorscooter or any moving vehicle of .any nature whatever, on any
public highway to cling to or attach himself or his vehicle to any
other moving vehicle.
Section 684.3 DRIVING THROUGH FUNERAL PROCESSIONS. No
driver of a vehicle shall drive between vehicles comprising a funeral
procession while they are in motion and when the vehicles in such
procession are conspicuously so designated.
Section 684.4 NEV'.PAVEMENT. No person shall ride or drive
any animal or any vehicle over or across any newly made pavement or
freshly painted marking on any street when a barrier or sign is in
place warning persons not to drive over or across such pavement or
markings or sign stating that the street or any portion thereof is
closed.
Section 684.5 RESTRICTED ACCESS. No person shall drive
a vehicle onto or from any limited access roadway except at such
entrances and exits as are established by public authority.
Section 684.6 i!OLESTING TRAFFIC SURVEY DEVICES. It shall_
be unlawful for any person to move, Molest, tapper with or damage
any survey device used for the purpose of making traffic investiga-
tions located on any City highway.
Section 684.7 PARKING NEAR SCENE OF 'IRE, ACCIDENT OR
DISASTER. No person shall stop, stand, or park any vehicle on
either side of the highway within 1,000 feet of any fire, accident
or disaster, except persons whose presence is required by investi-
gating officers, public employees and/or public utilities employees
on official business or whose duties require their presence.
Section 684.8 AUTHORITY TO Ri,?.:OVL SIGNS OBSTRUCTING VIE.
The Traffic Engineer is hereby authorized to remove any sign which
constitutes an obstruction to the vision -Ind view of traffic by a
driver of a motor vehicle at the entrance to any intersection.
article 685
Penalty and .Effect
Section 685,1 kENALTI.ES. Any person violating any of
the provisions of this ordinance or disobeying any signs or marking
installed pursuant thereto, shall be guilty of a misdemeanor. Pur-
suant to :section 762 of the Vehicle Code every person convicted of
a misdemeanor for a violation of any of the provisions of this
ordinance, except as otherwise provided in the Vehicle Code, shall
be punished upon a first conviction by a fine not exceeding fifty.

Section 685.2 EFFECT OF O!?nIN NCE. If any section, sub-
section, sentence, clause or phrase of this ordinance is for any
reason held to be unconstitutional, such decision shall not effect
the validity of the remaining portions of this ordinance. The City

Council hereby declares that it would have passed this ordinance
and each section, subsection, sentence, clause and phrase thereof,
irrespective of the fact that any one or more sections, subsections,
sentences, clauses or phrases be declared unconstitutional.
Section 685.3 .REPEAL. Ordinance No. 693, former traffic
ordinance of the city, is hereby repealed, and all ordinances or
parts of ordinances in conflict with or inconsistent with the pro-
visions of this ordinance are hereby repealed.
Section 685.4 EFFECTIVE DATE. This ordinance shall take
effect thirty days after its adoption and prior to the expiration
of fifteen days from the passage thereof shall be published in a
newspaper of general circulation.
