A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE GRANT ACCEPTANCE AND EXECUTION OF THE
GRANT FUNDS FROM THE COUNTY OF SAN BERNARDINO COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM FOR THE 2024-2025 PROGRAM
YEAR
WHEREAS, the City of Redlands ("City") is eligible to receive federal funding for certain
community development block grants, through the County of San Bernardino Community
Development and Housing Department ("County"); and
WHEREAS, the City is a participating jurisdiction in the San Bernardino County Final
2024-2025 Annual Action Plan of the 2020-2025 Consolidated Plan of the HUD Housing and
Community Development Grant Programs; and
WHEREAS, the County issued allotice of Funding Availability ("NOFA") dated October
19, 2023, for the 2024-2025 Community Development Block Grant Program Year ("CDBG");
and
WHEREAS, the County has been delegated the responsibility for the administration of
this grant program, establishing necessary procedures; and
WHEREAS, the City Council of the City of Redlands (this "City Council") desires to
execute agreements with Public Services Agencies (PSAs) who submitted applications for 2024-
2025 CDBG Program Year to provide public services as described in the 2024-2025 CDBG
NOFA; and
WHEREAS, the City has been granted to receive a CDBG grant award of $331,417;" and
WHEREAS, this City Council wishes to delegate authorization to execute the grant
agreement, subrecipient agreements, any amendments, and other related documents thereto to
the City Manager or his designee; and
WHEREAS, the City has the legal authority and is authorized to enter into a funding
agreement with the County of San Bernardino; and
NOW, THEREFORE, BE IT RESOLVED by the City of Redlands, with
acknowledgement of Development Services, as follows:
Section 1. The above recitals are true and correct and are incorporated herein by this
reference.
Section 2. Pursuant and subject to all the terms and provisions of the County of San
Bernardino Community Development Block Grant Program, the City Manager of the City of
Redlands, or designee is hereby authorized and directed to accept funding from the County of San
Bernardino and take such other actions necessary to receive and administer the grant funding.

Section 3. The City Manager of the City of Redlands, or designee is hereby authorized
and directed to execute the funding agreements, any amendments, and other related documents
thereto with the County of San Bernardino and subrecipients of the program funding.
Section 4. The City Manager of the City of Redlands, or designee is hereby authorized
and directed to submit any required documents, funding requests, and reports required for the grant
funding.
Section 5. The City Manager of the City of Redlands, or designee, is designated to
represent the City in carrying out the responsibilities under the grant agreement, including certifying
disbursement requests on behalf of the City and compliance with applicable state and federal laws.
Section 6. The City certifies that the project will comply with any laws and regulations
including, but not limited to, the California Environmental Quality Act (CEQA), legal requirements
for building codes, health and safety codes, the California Labor Code, disabled access laws, and,
that prior to commencement of the project, all applicable permits will have been obtained.
Section 7. Applicant acknowledges and agrees that it shall be subject to the terms and
conditions specified in the Agreement, and that the NOFA and Application are incorporated in the
Agreement by reference and made a part thereof. Any and all activities, expenditures, information,
and timelines represented in the Application are enforceable through the Agreement. Funds are to be
used for the allowable expenditures and activities identified in the Agreement.
Section 8. Effective Date. This Resolution shall become effective immediately
