A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
OPPOSING PROPOSITION 36
WHEREAS, the Jarvis IV Initiative, the alleged Save
Proposition 13 campaign, will result in the largest single
property tax increase in the State' s history for anyone who
purchased property in the past eight years ; and
WHEREAS , the proceeds from those increased taxes will be
used to fund the largest single refund checks in the State' s
history to the six largest utilities in California, and others;
and
WHEREAS , Proposition 36, by further restricting local
government' s ability to raise money for the necessary improve-
ments to roads , sewer and water lines, will transfer the control
over such projects to Sacramento; and
WHEREAS, this proposition could result in the total default
of the State Water Project, despite claims to the contrary by the
author of the proposition; and
WHEREAS , any jeopardizing of the State Water Project could
bring severe economic depression to all of California; and
WHEREAS , the property tax savings received by landlords and
mobile home park owners can remain with the owners , as none of
these savings are required to be passed on to the tenants or
mobile home coach owners under the proposition; and
WHEREAS , this proposition could adversely effect the city' s
paramedic program since assessments may only be used for capital
improvements; and
WHEREAS, further provisions of this initiative, make it un-
lawful to charge the full cost of providing services to residents .
NOW, THEREFORE, BE IT RESOLVED, by the adoption of this
resolution, the City of Redlands opposes Proposition 36, the
Jarvis IV Initiative.
ADOPTED, SIGNED AND APPROVED this 16th day of October, 1984.
