RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDLANDS ADOPTING GUIDELINES TO IMPLEMENT
AND INTERPRET CITY GROWTH MODERATION INITIATIVES
WHEREAS, in 1978 the voters of the City of Redlands
approved an initiative ordinance to moderate the rate of growth
within the City ( Proposition "R" ) ; and
WHEREAS, in 1987 the voters of the City of Redlands
approved another initiative ordinance to moderate further the rate
of growth within the City to preserve the City' s unique
environment and character (Measure "N" ) ; and
WHEREAS, Section 16 of Measure "N" allows the City
Council to adopt guidelines to implement and interpret both
initiatives following public notice and public hearing thereon,
provided that any such guidelines must be consistent with both
growth moderation initiatives and must be approved by at least
four members of the Council ; and
WHEREAS, Section 6 of Measure "N" provides that the City
shall not make water or sewer service allocations or connections
to more than 150 dwelling units located outside the City limits in
any calendar year ; and
WHEREAS, this Council has enacted Resolution No . 4352 to
implement Section 6 of Measure "N" and to provide for an orderly
and equitable means of allocating water and sewer service
allocations and connections to outside City dwelling units ; and
WHEREAS, the length of time associated with establishing
the allocation procedures of Resolution No . 4352 resulted in the
City not issuing an availability letter for water and sewer
connections for County Tract No . 11319 until June 30 , 1988 ; and
WHEREAS, the issuance of an availability letter was a
condition of the County to allow recordation and construction of
Tract No . 11319 ; and
WHEREAS, the aforementioned events have resulted in
Tract No. 11319 being unable to make physical connection to the
City' s water and sewer systems by December 31, 1988 ;
NOW, THEREFORE, be it resolved by the City Council of
the City of Redlands as follows :
SECTION 1 . Notwithstanding the limitation of Resolution
No. 4352 that water and sewer service allocations or connections
be made to no more than 150 dwelling units outside the City' s
corporate boundaries in any one calendar year , the 50 dwelling
units located within Tract No . 11319 which were unable to
physically connect to the City ' s water and sewer service system in
1988 shall be deemed "1988" water and sewer service allocations or
connections for purposes of Measure "N" and shall be allowed to
physically connect to the City' s system in 1989 .
SECTION 2 . This Resolution shall be effective for a
period of one hundred twenty (1201) days after the date of its
adoption and" thereafter shall be of no force of effect .

Please find enclosed a revised copy of Resolution No . 4461
which the Council adopted at its meeting of January 3rd. We have
revised this resolution to add a section which provides that the
resolution will be effective for a period of ninety (90 ) days
after the date of its adoption and thereafter be of no further
force and effect . Will you please review the Council minutes to
ensure that this was the only revision that the Council requested
be made to Resolution No. 4461 .
