A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, STATE
OF CALIFORNIA, DEFINING PUBLIC SAFETY SERVICES FOR THE PURPOSE
OF COMPLYING WITH AB 2788 (CHAPTER 886/94) WHICH CREATED
MAINTENANCE OF EFFORT REQUIREMENTS FOR ALL COUNTIES AND
CITIES WHICH RECEIVE PUBLIC SAFETY AUGMENTATION FUND REVENUES
On Tuesday, June 20, 1995, on motion ofCouncilmember Cunningham duly
seconded by Councilmember Gilbreath , and carried, the following resolution
is adopted:
SECTION 1. The City Council of the City of Redlands hereby finds and
determines that:
A. California Government Code Section 30052 (b)(1) defines public safety
services to include, but not be limited to sheriffs, police, fire protection,
county district attorneys, and county corrections.
B. AB 1519 added ocean lifeguards to the definition.
C. Each city governing body must make a determination as to which public
safety services departments in their jurisdiction will be defined as public
safety services for purposes of the maintenance of effort calculations.
Once this determination is made for maintenance of effort requirement it
cannot be changed except as provided for in the Errors and Omissions
reporting procedure.
D. The definition is important as it determines the base year and subsequent
years' calculation of the "amount of funding" for public safety services, and
therefore whether or not a city or county has met its maintenance of effort
requirements.
SECTION 2. The City Council of the City of Redlands hereby resolves and
orders that:
A. For the purpose of complying with AB 2788, Chapter 886/94 and the
related maintenance of effort requirements, the City of Redlands defines its
public safety services to include police, fire and paramedic services.
B. This definition shall include all programs directly administered by the police
and fire departments.
SECTION 3. The City Clerk of the City of Redlands is hereby directed to certify
the passage of this resolution and to cause a certified copy to be sent to the Office of the
Auditor/Controller-Recorder of the County of San Bernardino.
