HomeMy WebLinkAbout3812_CCv0001.pdf RESOLUTION NO. 3812 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING RATES AND CHARGES OF THE WATER SECTION OF THE UTILITIES DIVISION OF THE PUBLIC WORKS DEPARTMENT IN ACCORDANCE WITH ORDINANCE NO. 1441 AND RESCINDING PAST ACTIONS INCONSISTENT HEREWITH WHEREAS, the City of Redlands Water Section is faced with increasing costs of providing adequate water service ; and WHEREAS, a report by the City' s special water engineering consultants , James M. Montgomery & Associates , recommends an immediate revision of the City ' s water rate structure to enable the City to meet capital and operating needs in the near future and to take into account the increasing needs for energy and water conservation; and WHEREAS, the City Public Works Commission concurs in the crucial necessity of a water rate increase as set forth below; and WHEREAS , the water users served by the City of Redlands have not received a rate increase for four years , in spite of dramatic rises in the cost of energy and labor; NOW, THEREFORE , BE IT RESOLVED by the City Council of the City of Redlands as follows : Water rates and charges billed BI-MONTHLY for all service on or after the fifteen day of February, 1982 , shall be as follows : SECTION I - DOMESTIC AND COMMERCIAL RATES A. COMMODITY CHARGE Inside City Outside City $0. 33/100 cu ft $0 . 50/100 cu ft SECTION III - SPECIAL SERVICE RATES (for Public Agencies ----a-51c to use substantial night watering A. COMMODITY CHARGE $0 . 33/100 cu ft SECTION IV- INSIDE/OUTSIDE DIFFERENTIAL The 50% differential between the inside and outside commodity and availability charges is hereby found to be necessary due to higher costs of serving outside users , the entitlement of City resident water users to a reasonable return on their investment in facilities devoted to outside service, the general City resources assisting in the operation of the whole water system, the existing but unquantifiable risk which City water users assume in providing outside service, and the benefits of improved service. The resulting rates , even including this differential , are hereby found to be reasonable in light of all the circumstances in which the City water utility finds itself at this time . SECTION V - MISCELLANEOUS WATER USAGE A. Eligibility for these special rates shall be determined and authorized by the Utilities Engineer or the Public Works Director prior to usage . The following rates shall apply: (1) For orchard spraying , a rate of $3. 00 per rig per day or portion thereof. - 2- (2) Water consumption for construction purposes shall be charged at regular domestic and commercial commodity rates . Water consumption for pipeline trench construction shall be charged at six cents ($0 . 06) per lineal foot of trench . Minimum charges for these uses are as follows : (a) Meter only - One dollar ($1 . 00) per day, or (b) Meter and backflow preventer - Three dollars and fifty cents (3. 50) per day. The City will provide a meter and in certain cases an approved backflow preventer for construction purposes , and will require a suitable deposit guaranteeing return in good working order. All construction meters and backflow devices shall be returned for reading and checking within ninety (90) days after issuance . B. Except for fire protection or emergency purposes , fire hydrants shall not be used to obtain unmetered water unless a permit to do so has first been obtained from the Utilities Division of the Public Works Department and then only for public improve- ment construction purposes or orchard spraying inside the city limits . For a fire hydrant permit , a charge of one dollar ($1 . 00) shall be made in addition to charges for water used. Permits shall expire in thirty (30) days unless a shorter period is specified thereon. SECTION VI - FIRE PROTECTION SERVICE A. The rates revised in this resolution are not subject to Chapter 914 of the Statutes of 1981 . Resolution No . 3428 and any other prior City action incon- sistent herewith is hereby repealed. SECTION VIII - ANNUAL REVIEW The Public Works Department shall review annually the rate structure established herein, and shall recommend any necessary revisions to the City Council at the time of the presentation of the Water Section budget for the coming fiscal year.
