A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS OFFERING TO STUDY WAYS TO PROVIDE
RECLAIMED WATER FOR FREEWAY LANDSCAPING
WHEREAS, the State of California Highway Commission has expressed
concern about the use of reclaimed water for irrigation of freeway landscaping; and
WHEREAS, Redlands will, in the future, have a supply of reclaimed water
suitable for irrigation purposes; and
WHEREAS, Representatives of CALTRANS have asked the City of
Redlands for an immediate and official statement of the City's position on this subject
with a view toward a possible agreement to allow for funding and installation of a
reclaimed water system to support freeway irrigation.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Redlands as follows:
1 . It is the desire of the City of Redlands to develop the use of
reclaimed water for beneficial use.
2. Redlands is willing to study ways to provide reclaimed water to a
point on the westerly side of the State Route 30 Freeway, 1 .4
miles northerly of the 30110 Interchange.
3. Redlands, with the assistance and cooperation of CALTRANS,
desires to explore funding sources available for capitalization of a
reclaimed water system.
4. If alternative funding sources can be identified and secured,
Redlands will not require cost sharing by CALTRANS for the
construction of delivery facilities but will charge CALTRANS water
user fees that will recover all of the City's capital costs, financing
costs, and operations operation and maintenance costs.

5. Redlands desires to negotiate an agreement with CALTRANS to
identify user demand and future commitment as a basis for
system development and financing, and to allow for installation of
facilities to support freeway irrigation.
BE IT FURTHER RESOLVED, that the City Clerk is directed to transmit a
certified copy of this Resolution to the California Department of Transportation,
District 8, Senator William Leonard and Assemblyman Paul Woodruff.
ADOPTED, SIGNED AND APPROVED, this 18th day of June, 1991 .
