HomeMy WebLinkAbout3961_CCv0001.pdf RESOLUTION NO. 3961 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING A RECREATION ADVISORY COMMISSION WHEREAS , the City Council of the City of Redlands desires and finds that it is in the public interest to establish a Rec- reation Advisory Commission for the purpose of advising and sup- porting the City Council in carrying out the objectives of pro- viding recreation opportunities as stated within the General Plan of the City of Redlands . NOW, THEREFORE , THE CITY COUNCIL OF THE CITY OF REDLANDS HEREBY RESOLVES AS FOLLOWS : SECTION I. CREATION A Recreation Advisory Commission is hereby established for the purpose of making recommendations to the City Council concerning recreation programs , structures and facilities . SECTION II. FUNCTIONS OF THE ADVISORY COMMISSION The functions of the Commission shall be to : a. Use member' s skills , knowledge, and experience to assist and advise the recreation program. b. Keep the general public informed about the city' s rec- reation program and the Advisory Commission' s areas of interest , C . Serve as a vehicle for the promotion of activities of the recreation program and the Community Center. d. Serve as a clearinghouse for citizen suggestions , reactions , opinions , interests and needs . SECTION III. MEMBERS a. The Recreation Advisory Commission shall consist of nine (9) members ; eight (8) shall be appointed by the City Council , from city residents at large who are not city officials , for staggered terms of three (3) years . In addition, the City Council shall appoint a student member for a term of one (1) year as a full voting member of the Commission. The Recreation Commission shall nominate a high school student for the Council ' s consideration , Terms of office shall coincide with the fiscal year of said City. All individuals appointed to this Advisory Commission may serve a maximum of two (2) terms as stated in Resolution No . 3708 . b. The individuals currently serving on the Community Center Advisory Board shall be appointed as commissioners of the Recreation Advisory Commission upon adoption of this resolution and the Community Center Advisory Board is hereby abolished. SECTION IVa STAFF The City Recreation Director shall serve as staff_ of the Commission. SECTION V. VACANCY If a vacancy shall occur, other than by expiration of term, it shall be filled by appointment by the City Council for the unexpired portion of the term, SECTION VI. FORFEITURE OF OFFICE BY ABSENCE Any commissioner who absents him or herself from any three consecutive regular meetings of the Commission (unless excused from such attendance by consent of the Commission expressed by action of record in its minutes) shall thereby automatically forfeit his or her office as a member of the Commission and the name of such person shall be automatically removed from the membership of the Commission immediately after the adjournment of any such third consecutive regular meeting at which such Commissioner has not appeared. The staff of the Commission shall promptly notify the City Clerk' s Office of such person forfeiting his or her office whereupon a vacancy shall be filled by appointment as provided under Section V. SECTION VII. CHAIRPERSON The Commission shall elect a Chairperson for the term of one (1) year and other such officers as the Commission may deem advisable. The Chairperson shall preside at all meetings and is eligible to vote on all matters coming before the Advisory Commission. The Chairperson shall be able to prepare meeting agendas with the Recreation Director and perform other related duties as required. SECTION VIII. RECORDS The Commission shall cause proper records to be kept of all its official acts and proceedings and shall make reports to the City. Resolution No. 3961 Page 2 SECTION IX. ORGANIZATION AND MEETINGS Except as otherwise provided in this resolution, or by law, the Commission shall have power to and shall provide for its own organization; shall adopt rules and regulations for the transaction of business before it ; and shall designate the time and place for the regular monthly meeting of the Commission. SECTION X. REGULAR MEETING AT COMMUNITY CENTER Permission is hereby granted to the Commission to use the Community Center located at 111 West Lugonia Avenue in the City of Redlands as the place for its regular monthly meetings . SECTION XI . QUORUM Five members of the Commission shall constitute a quorum. SECTION XII. NO COMPENSATION Members of the Recreation Advisory Commission shall serve without compensation.
