HomeMy WebLinkAbout400 RDA_CCv0001.pdf RESOLUTION NO. 400 RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS APPROVING AND ADOPTING THE FY 2006-07 REDEVELOPMENT AGENCY ANNUAL BUDGET AND FINDING AND DETERMINING THAT THE USE OF LOW- AND MODERATE-INCOME HOUSING FUNDS FOR PLANNING AND ADMINISTRATIVE EXPENSES IS NECESSARY FOR THE PRODUCTION, IMPROVEMENT, OR PRESERVATION OF LOW- AND MODERATE-INCOME HOUSING WHEREAS, the California Community Redevelopment Law, specifically Section 33606 of the Health and Safety Code, states that an agency shall adopt an annual budget containing all of the following specific information, including all activities to be financed by the Low- and Moderator-Income Housing Fund established pursuant to Section 33334.3: (a) The proposed expenditures of the agency. (b) The proposed indebtedness to be incurred by the agency. (c) The anticipated revenues of the agency. (d) The work program for the coming year, including goals. (e) An examination of the previous year's achievements and a comparison of the achievements with the goals of the previous year's work program. WHEREAS, to effectuate the provisions of the Redevelopment Plan for the Redlands Redevelopment Project (`Redevelopment Plan") and fulfill the intent of the State Legislature that the Low- and Moderate-Income Housing Fund pursuant to Section 33334.3 (d) be used to the maximum extent possible to defray the costs of production, improvement, and preservation of low- and moderate-income housing and that the amount of money spent for planning and general administrative activities associated with the development, improvement, or preservation of that housing not be disproportionate to the amount actually spent for the costs of production, improvement, or preservation of that housing; and WHEREAS, the Redevelopment Agency for the City of Redlands ("Agency") shall determine annually that the planning and administrative expenses are necessary for the production, improvement, or preservation of low- and moderate-income housing and is consistent with and in furtherance of the Redevelopment Plan and will be of benefit to the citizens of the community as a whole and the Redlands Redevelopment Project Area. NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED BY THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. The Agency hereby approves and adopts the FY 2006-07 Redevelopment Agency Annual Budget as presented to the City Council of the City of Redlands at its meeting of June 13, 2006 and approved and adopted by said City Council at its meeting of June 20, 2006, and is hereby incorporated by reference in this resolution. Section 2. The Agency finds and determines that the planning and administrative costs charged to the Low- and Moderate-income Housing Fund are necessary for the production, improvement, or preservation of low- and moderate- income housing, as required by Section 33334.3 (d) and is consistent with, and in furtherance of, the Redevelopment Plan and will be a benefit to the community as a whole and the Redlands Redevelopment Project Area. Section 3. This Resolution shall take effect upon adoption. ADOPTED, SIGNED AND APPROVED this 5th day of July, 2006.
