HomeMy WebLinkAbout747_CCv0001.pdf RESOL T1014 NO. 74 WHMASO it is necessary and in the public interest that The Comminity Redevelopment A, of the City of Redlands, California avail itself of the financial assistance provided b Title I of the Housing Act of 1949 to assist local clearance and urbtLn redevelopment pi Jects; and WAREAS, it is necessary that surveys be made and other activities be performed preparat, to undcrtaking such projects; and WHfREA3, it is recognized that Title I of the Housing Act of 1949 imposes certain obligatio. and responsibilities upon local public agencies availing themselves of such financial ass15- tance, and requires among other things: (1) the ap-,Iroval of the redevelopment plan by the foverning body of the locality in which the project is situated, with appropriate findings a) that financial aid by the Federal Government Is necessary., (b) that the redevelopment plans for the redevelopment areas in the locality will afford maximum opportunity2 consist- ent with the sound needs of the locality as a whole, for the redevelopment of such areas by private enterprise and (c) that the redevelopment plan conforms to a general plan for the development of the locality as a whole; (2) the provision of local grants-in-aids (3) the development of a feasible method for the relocation of families displaced from the pr '!Vut areas- and (4) the several other loc ,l obligations and responsibilities imposed by of the' Housing Act of 1949 in connection with the undertaking and carrying out of 0, eltOa rLearance find urban redevelopment projectss NOW, THE14:FOR E, BE IT RESOLWD by the City Council of the City of Redlands for The Community Redevelopment Agency of the City of Redlands, California, as follows: Section 1. That additional financial assistance provided by Title I of the Housing Act of 1949 to assist local slum clearance and urban redevelopment projects is necessary; and Section 2. That it is fully cognizant of the foregoing obligations rand responsibilities imposed by Title I and it is the sense of this body that such obligations and responsibil- ities can and will be fulfilled; and Seqjl(an . That a supplemental application on behalf of rhe 'Community Redevelopment Agency of the City of Redlands, California for a preliminary advance of funds in the amount of $2':zj861.00 (being the heretofore approved budget of $21,068.00, revised to include an add- itional sum of $2,793.00 required for surveying, administration, and overhead necessary to complete surveying and planning, of the project area) for surveys and other activities in preparation of the project to be assisted under Title 12 and a reserve for final advance of funds for completion of final plans of the West Central Business Area, Project Area No. 1-A in the sum of $16,180.00., a total budget in the amount of $40..041,00 is hereby approved a copy of which application is attached hereto and made a part hereof, and that Sidney Milbank, Agency Chairmano is hereby authorized and directed to execute and to file such application with the Housing and Home Finance Administrator , and to provide such additional Information and to furnish such documents as may be required by said Administrator, and to act as the authorized representative of 7"he Community Redeveloplaent Agency of the City of Redlands, California.
