A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS CALLING
FOR THE FORMATION OF A PROJECT AREA COMMITTEE FOR THE REDLANDS
REDEVELOPMENT PROJECT AND ADOPTING A COMPOSITION FOR SAID
COMMITTEE
WHEREAS, the City Council of the City of Redlands (the "City Council") adopted the
Redevelopment Plan for the Redlands Redevelopment Project (the 'Redevelopment Plan") by
Ordinance No, 1500, and
WHEREAS, the Redevelopment Agency of the City of Redland is considering a
possible amendment to the Redevelopment Plan to authorize the purchase of residential
occupied property through the use of eminent domain, and
WHEREAS, the City Council adopted city-wide procedures for the formation of a
Project Area Committee (the "Procedures") on January 21, 2003, by Resolution No. 6118; and
WHEREAS, Section 33385 of the California Health and Safety Code and the
Procedures provide for the election of a Project Area Committee if a substantial number of low-
and moderate-income persons may be displaced as a result of the Project:. and
WHEREAS, there are many dwelling units in the Project Area that are likely to be
occupied by low- or moderate-income persons: and
WHEREAS, the purchase of residential property, through the use of eminent domain,
by the Redevelopment Agency of the City of Redlands is not anticipated, but it is possible that
such a purchase may occur in the future; and
WHEREAS, the City Council desires to form a Project Area Committee, which will
advise and consult with the Redevelopment Agency of the City of Redlands regarding
redevelopment planning and policy for the Project Area; and
WHEREAS, the City Council further desires to establish the composition of the Project
Area Committee and its minimum and maximum number of members.
NOW THEREFORE, IT IS HEREBY RESOLVED by the City Council as follows:
SECTION 1: The City Council calls for the formation of a Project Area Committee for
the Redlands Redevelopment Project,
SECTION 2: The City Council hereby establishes the maximum size of the Project
Area Committee size as nine (9) members to be comprised as follows:
Resident Tenants 2
Resident Owner-Occupants 3
Businesses 3
Community Organizations 1
1
SECTION 3: The City Council hereby establishes the minimum size of the Project Area
Committee to be seven (7) members.
