HomeMy WebLinkAbout6792_CCv0001.pdf RESOLUTION NO. 6792 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING CONCEPT PLAN NO. 7, PURSUANT TO THE EAST VALLEY CORRIDOR SPECIFIC PLAN, FOR REDLANDS COMMONS AND TROJAN GROVES DEVELOPMENT SITES BE IT RESOLVED by the City Council of the City of Redlands as follows: Section 1: The City Council of the City of Redlands hereby approves Concept Plan No. 7 for Redlands Commons and Trojan Groves Development sites based upon the following determinations: The Redlands Commons and Trojan Groves Concept Plan No. 7 ("Concept Plan") is consistent with the goals and policies of the City of Redlands General Plan, and complies with all applicable provisions of the East Valley Corridor Specific Plan ("EVCSP"). The Concept Plan is intended to fulfill the Planned Development provisions of that Specific Plan, which provide for the staged or combined application and processing of a Concept Plan and/or Development Plan. The master-planned approach embodied in the EVCSP and implemented by the Redlands Commons and Trojan Groves Concept Plan guarantees the logical and orderly development of the property into an aesthetic and pleasant environment for residents and businesses. The regulations of the Concept Plan are intended to allow for development standards specifically addressing the needs of the Redlands Commons and Trojan Groves sites, while providing substantial compliance with the spirit, intent, and provisions of the various ordinances of the City of Redlands. As described in Section EV 1.0405(a)(1), Concept Plan Defined: "The Concept Plan functions as a development suitability analysis and land use plan which identifies development opportunities and constraints within the Development Envelope, including physical characteristics, public services and .facilities, capacity of the circulation system, and existing or planned uses of adjacent properties. The intent of the Concept Plan is to establish limits, parameters, and planning objectives to guide development based on the identified development constraints and opportunities. " The Concept Plan satisfies EVCSP Section EV 1.0405(a)(2) which lists the various Concept Plan requirements. In addition, the Concept Plan is a part of the Planned Development application process. The Development Plan functions as a comprehensive, detailed plan of development for the Planned Development, which is based upon the approved Concept Plan. Generally, the Conditional Use Permit ("CUP"), Environmental Impact Report ("EIR"), Tentative Tract/Parcel Map, General Plan Amendment ("GPA"), Specific Plan Amendment ("SPA"), and Commission Review and Approval ("CRA") 1 inclusively constitute the Development Plan for Redlands Commons. The procedure is outlined in EVCSP Section EV 1.0405(c)(d). The Redlands Commons and Trojan Groves Development Envelope represents a Ivey area within the EVCSP due to its location along San Bernardino Avenue and proximity to the I-210. As such, the Concept Plan has the unique ability to create a highly accessible and visible development within contiguous property boundaries without the limitations imposed by property ownership patterns and existing street systems seen throughout much of the EVCSP area. This uniqueness allows the Project to create aesthetically pleasing streetscapes, efficient street patterns and consistent design guidelines on a scale that will establish the development as an important gateway into the East Valley Corridor. Therefore, the Concept Plan is consistent with the General Plan and the EVCSP.
