RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF REDLANDS ADOPTING A STATEMENT OF EXISTING
OBLIGATIONS OR PROGRAMS OR BOTH IN CONNECTION
WITH THE IMPLEMENTATION OF THE REDLANDS DOWN-
TOWN REDEVELOPMENT PROJECT
WHEREAS, the Redevelopment Plan ("Redevelopment Plan") for the
Redlands Downtown Redevelopment Project ("Project") in the City of
Redlands was approved by the Redevelopment Agency and the City Council
of the City of Redlands on September 26, 1972 and amended on February 17,
1976; and
WHEREAS, Section 33334.6(c) of the California Community
Redevelopment Law (Health and Safety Code, Section 33000 et seq.) provides
that unless the Redevelopment Agency by resolution make one of the
findings described in paragraphs (1) to (3), inclusive, of subdivision (a) of
Section 33334.2, not less than 20 percent of the Project tax increment
revenues allocated to the Agency pursuant to Section 33670 for the 1985-86
fiscal year and each succeeding fiscal year shall be deposited into a Low
and Moderate Income Housing Fund for the Project established pursuant to
Section 33334.3 to be used for the purposes set forth in Section 33334.2,
except that:
A) In any fiscal year, the Agency may deposit less than 20
percent of such Project tax increment revenues into the Project Low and
Moderate Income Housing Fund if the Agency finds that the difference
between the amount deposited, or to be deposited, and the amount required
to be deposited (20 percent of Project tax increment revenues) is necessary
to make payments of amounts due or required to be committed, set aside, or
reserved by the Agency during the fiscal year under existing obligations
incurred by the Agency to finance or refinance, in whole or in part, the
Project ("Existing Obligations") which Existing Obligations are contained in a
statement of Existing Obligations adopted by resolution of the Agency prior
to September 1, 1986; and
B) In each fiscal year prior to July 1, 1996, the Agency may
deposit less than the amount required to be deposited (20 percent of Project
tax increment revenues, less payments of amounts due or required to be
committed, set aside, or reserved during the fiscal year under Existing
Obligations) into the Low and Moderate Income Housing Fund if the Agency
finds that the deposit of such less amount is necessary in order to provide
for the orderly and timely completion of public and private projects,
programs, or activities approved by the Agency prior to January 1, 1986
and which are contained in a Statement of Existing Programs adopted by
resolution of the Agency prior to September 1, 1986; and

ATTACHMENT 2
STATEMENT OF EXISTING PROJECTS, PROGRAMS AND ACTIVITIES
INCURRED BY THE REDLANDS DOWNTOWN REDEVELOPMENT PROJECT
PRIOR TO JANUARY 1, 1986
Pursuant to the Agency's Work Program adopted on September 17, 1985,
attached as Exhibit 1 hereto and incorporated herein, which projects,
programs and activies are as follows:
1) Pacific Savings Bank Community Center - Present Negotiation
Agreement may lead to a Disposition and Development Agreement
(DDA).
2) Santa Fe Depot Development - Discussion underway that may
lead to an Agency Owner Participation Agreement (OPA).
3) Coast Federal Savings and Loan property - Discussions
underway leading to OPA.
4) State Street Retail Center - DDA underway.
5) Hotel Development - Prepare development program, solicit
development proposals, select developer, negotiate, acquire,
relocate and develop.
6) Redlands Mall - Discussions are underway regarding
modifications to the Mall.
7) Industrial Park - Relocation of manufacturing uses from the
downtown and coordination with the RLEDC for development of
industrial park(s) to meet relocation and industrial growth and
development needs.
8) Phase I Public Improvements - Orange, Redlands Blvd. to Citrus
and State Street, Orange to Redlands Blvd.
9) Shoppers Lane - The first segment anticipated would be Third
to Orange, design and construction would be in conjunction with
either Santa Fe Depot or Coast Federal development.
10) Property Acquisition - Not including two properties currently in
escrow (Hillsen and Quintana), fourteen (14) different property
ownerships are being discussed and examined for possible
Agency acquisition. These range from the Southern Pacific
Right of Way to Rettig Machine Shop properties.
11) Office developoment "V - Discussions are underway with a
developer that may lead to an OPA.
12) Retail/office development "Y" - Discussions are underway with a
developer that may lead to a DDA.
13) Downtown Parking - Various parking related projects exist,
ranging from the resurfacing and landscaping of Fifth and
Redlands Blvd. to long range plans for decking existing facilities
and developing new.
14) Retail Development Site - Santa Fe tracks on North, Seventh
Street on East, Redlands Blvd. on South and alley at Orange
Street on West - Prepare development program, solicit proposals,
select developer, negotiate, acquire, relocate and develop.
15) Industrial Park - Relocation of manufacturing uses from the
downtown and coordination with the RLEDC for development of
industrial park(s) to meet relocation and industrial growth and
development needs.
16) Phase II Public Improvements - Orange, Redlands Blvd. to Pearl.
17) Pearl Street Improvements - Widening of Pearl Street to improve
this entrance into downtown, design and construction to be
coordinated with Cal Trans.
18) Casa Loma - Option Agreement may lead to a DDA.
19) Disposition of balance of Casa Loma site.
20) 348 Orange Street - Select developer and prepare DDA.
21) Mission Zanja - Corps of Engineers project is in progress.
22) Southern Pacific Billboard relocation.
23) Multifamily Housing - Develop program, select developer,
negotiate, acquire, relocate and develop.
24) Industrial Park - Relocation of manufacturing uses from the
downtown and coordination with the RLEDC for development of
industrial park(s) to meet relocation and industrial growth and
development needs.
25) Civic and Cultural Center - The Redevelopment Advisory
Commission has initiated a study session on the need for a civic
and cultural center.
Pursuant to the Agency's budget resolution adopted October 16, 1984,
attached as Exhibit 2 hereto and incorporated herein, which projects,
programs and activities are as follows*
1) Supply support services for Town Center Manager.
2) Disposition of Senior Housing property.
3) Construction of Reservoir Canyon Drain.
4) Completion of Redlands Depot development.
5) Public information and program awareness.
Pursuant to documents attached as Exhibits 3, 4 and 5 hereto and
incorporated herein, which projects, programs and activities are as follows.
1) The Commercial Facade Improvement Program as approved on
June 19, 1984 and as extended (until September 30, 1986) on
September 17, 1984. (Attachment 3)
2) The program for implementation priorities specified in the
document entitled "Agency Development Criteria and Policy,"
approved October 15, 1985. (Attachment 4)
3) The program entitled the "Central Redlands Revitalization
Program Public Improvements Component," approved November
20, 1984. (Attachment 5)
WHEREAS, the Agency approved or reapproved existing projects,
programs, and activities by Resolution No. 189 of the Agency adopted on
December 17, 1985; and
WHEREAS, such existing projects, programs, and activities were
described in Exhibit A attached and incorporated to Agency Resolution No.
189.
NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF
REDLANDS does hereby resolve as follows:
Section 1. The Agency hereby adopts Statement of Existing
Obligations for the Redlands Downtown Redevelopment Project attached
hereto and marked "Attachment I" and Statement of Existing Programs for
the Redlands Downtown Redevelopment Project attached hereto and marked
"Attachment 2" as the statements required by Section 33334.6(c) of the
California Community Redevelopment Law for those obligations incurred prior
to January 1, 1986.
