A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
REDLANDS FINDING THAT IN CONNECTION WITH THE REDLANDS
REDEVELOPMENT PROJECT FOR FISCAL YEAR 1991-92 THE COMMUNITY
IS MAKING A SUBSTANTIAL EFFORT TO MEET EXISTING AND
PROJECTED NEEDS FOR HOUSING AFFORDABLE TO PERSONS AND
FAMILIES OF LOW AND MODERATE INCOME, AND THAT SUCH EFFORT
IS EQUIVALENT IN IMPACT TO A PORTION OF THE FUNDS OTHERWISE
REQUIRED TO BE SET ASIDE PURSUANT TO SECTIONS 33334.2 and 33334.6
OF THE CALIFORNIA COMMUNITY REDEVELOPMENT LAW.
WHEREAS, the Redevelopment Plan ("Redevelopment Plan") for the Redlands Redevelopment
Project("Project") in the City of Redlands ("City")was approved by the Redevelopment Agency of the City
of Redlands (the"Redevelopment Agency") and the City Council of the City of Redlands on September 26,
1972,and amended on February 17, 1976; and
WHEREAS, the Redevelopment Agency is engaged in activities necessary and appropriate to carry
out the Redevelopment Plan for the Redlands Redevelopment Project;and
WHEREAS, Section 33334.6(c) of the California Community Redevelopment Law (Health and
Safety Code, Section 33000 et seq.) ("HSC")provides that unless the Redevelopment Agency,by resolution,
makes one of the findings described in paragraphs (1) through (3), inclusive, of HSC Section 33334.2(x),
not less than 20 percent of the tax increment revenues allocated to the Agency for the Project pursuant to
HSC Section 33670 for the 1985-86 fiscal year and each succeeding fiscal year shall be deposited into a Low
and Moderate Income Housing Fund for the Project established pursuant to HSC Section 33334.3 to be
used for the purposes set forth in HSC Section 33334.2;and
WHEREAS, HSC Section 33334.2(x)(3) provides that the Redevelopment Agency may find, by
resolution, annually, that a substantial effort is being made by the community to meet its existing and
projected housing needs, including its share of the regional housing needs, with respect to persons and
families of low and moderate income, particularly very low income households, as identified in the
community's general plan required by Article 10.6 (commencing with Section 65580) of Chapter 3 of
Division 1 of Title 7 of the Government Code, and that contributions of local funds used to increase and
improve the supply of housing affordable to persons and families of low or moderate income is equivalent
in impact to the funds otherwise required to be set aside pursuant to HSC Section 33334.2;and
WHEREAS,the Redevelopment Agency has considered the need which can be reasonably foreseen
regarding the displacement of persons or families of low and moderate income or very low income
households from within,or adjacent to,the project area because of increased employment opportunities,or
because of any other direct or indirect result of implementation of the redevelopment plan pursuant to
HSC Section 33334.2(a)(3);and.
WHEREAS, the City has provided or ensured the availability of replacement dwelling units as
defined in Section 33411.2 of the California Community Redevelopment Law pursuant to HSC Section
33334.2(a)(3); and
WHEREAS, the Redevelopment Agency has complied, to the extent such compliance is applicable,
with the provisions of Article 9 of the HSC(Section 33410 et seq.); and

WHEREAS,the City has allocated for fiscal year 1991-92, $549,887 of discretionary resources of the
County of San Bernardino and the City as a direct financial contribution toward the programs and activities
described in the Exhibit A attached hereto and incorporated herein;and
WHEREAS, the Redevelopment Agency has reviewed and considered all the factual information
set forth and referenced in Exhibit A.
NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS does
hereby resolve as follows:
SECTION 1. Pursuant to the requirements of HSC Section 33334.2(a)(3), the Agency finds for
fiscal year 1991-92 that based on the information presented in Exhibit A,a substantial effort is being made
by the community to meet its existing and projected housing needs, and that contributions totalling
$549,887 by the County of San Bernardino and the City to increase and improve the supply of housing
affordable to persons or families of low or moderate income are equivalent in impact to a like amount of
funds otherwise required to be set aside.
SECTION 2. The Agency directs that, pursuant to the above finding, and based on the
determination that $644,094 would otherwise be required to be set aside for the 1991-92 fiscal year, an
obligation of $94,207 shall accrue to the Low and Moderate Income Housing Fund for the Redlands
Redevelopment Project for fiscal year 1991-92.
SECTION 3. The Secretary of the Redevelopment Agency is directed, within ten days following
the adoption of this resolution,to send a copy of this resolution,together with Exhibit A to the Department
of Housing and Community Development of the State of California.
