RESCLUT1014 OF THE REDEVELOPMENT AGENCY OF THE
CITY OF RE DLANDS APPROVING OR REAPPROVING CERTAIN
EXISTING PUBLIC AMC PRIVATE PROJECTS, PROGRAMS,
AM ACTIVITIES INTENDED TO BE IMPLEMENTED IN
CONNECTION WITH THE REDLANDS REDEVELOPMENT
PROJECT
WHEREAS, the Redevelopment Plan ("Redevelopment Plan") for the
Redlands Redevelopment Project ("Project") in the City of Redlands was
approved and adopted by the City Council of the City of Redlands on
Septerber 26, 1972 by Ordinance No. 1.500 and- ar�endeeil February 17, 1976
by Ordinance No. 1575.
WHEREAS, Section 33334.6(c) of the California Com=ity Redevelopment
Law (Health and Safety Code, Section 33000 et. seq.)* provides that unless
the Redevelopment Agency by resolution makes on of the findings described in
paragraphs (1) to (3) inclusive of subdivision (a) of Section 33334.2, not
less than 20 percent of the Project tax increment revenues allocated to the
Agency pursuant to Section 33670 for the 198586 fiscal year and each
succeeding fiscal year shall be deposited into a Low and Moderate Incaree
Housing Fund for the Project established pursuant to Section 33334.3 to be
used for the purposes set forth in Section 33334.2, except that:
A) In any fiscal year, the Agency may deposit less than 20 percent of
such Project tax increment revenues into the Project Low and Moderate Income
Housing Fund if the Agency finds that the difference between the amount
deposited, or to be deposited, and the amount required to be deposited (20
percent of Project tax increment revenues) is necessary to make payments of
amounts due or required to be committed, set aside, or reserved by the Agency
during the Fiscal year under existing obligations incurred by the Agency to
finance or refinance, in whole or in part, the Project ("Existing
Obligations") which Existing Obligations are contained in a statement of
Existing Obligations adopted by resolution of the Agency prior to September
1, 1986; and
B) In each fiscal year prior to July 1, 1996, the Agency may deposit
less than the amount required to be deposited (20 percent of Project tax
increment revenues, less payments of amounts due or required to be committed,
set aside, or reserved during the fiscal year under Existing Obligations)
into the Low and Moderate Income Housing Fund if the Agency finds that the
deposit of such less amount is necessary in order to provide for the orderly
and timely completion of public and private projects, program, or activities
approved by the Agency prior to January 1, 1986 and which are contained in a
Statement of Existing Programs adopted by resolution of the Agency prior to
September 1, 1986; and
WHEREA.13, the Agency has previously approved, either forrially or
informally, numerous public and private projects, programs, and activities
intended to be inplemented in connection with the Project, and now desires to
approve or reapprove all such existing projects, programs and activities.
WW, THEREFORE, THE REDEVEWPtENT AGRCY OF THE CITY OF REDLANDS
does hereby resolve as follows:

,ecLion 1. The Agency hereby approves or reapproves the existing
projects, programs, and activities identified below as well as those con-
tained in the Agency's Work Program adopted on September 17, 1985, attached
as Attachment I hereto and incorporated herein, which projects, program and
activities are as follows:
A. PRIVATE DEVELCPMW ACTIVITY
All those Agency activities and costs associated with the
implementation of the below listed development activity.
Agency activities and costs would include but are not limited
to land, assembly, relocation, clearance, site preparation,
utility improvement and relocation, off site improvements and
f inancing.
1) Fleighborhood retail and corimercial center and related
uses. Site to be all or a portion of the area bounded
by Orange Street, Pearl Street, Sixth Street, and the
Santa Fe Railroad tracks.
2) Hotel, conference, cultural, retail and cca"ircial
develol,ment. Site to be all or a portion of the area
bounded by Orange Street, Pearl Street, Eureka Street,
and the Santa Fe Railroad tracks with the extension
possible into the area south of the Southern Pacific
Railroad right of way.
3) Renovation, restoration and reuse of the Santa Fe Depot.
4) Coast Plaza ccumercial development including Southern
Pacific Railroad right of way. Site to include land
area for parking.
5) State Street Retail Center of La Farge Plaza office and
retail complex located on West State Street between
Eureka and First Streets.
6) Redlands Mall modifications including site plan and
structural changes to accommodate expanded square foot-
age and general upgrading of the property and structures
7) Industrial Park development to provide relocation,
expansion and new develont opportunities. Site or
sites to be determined.
8) Property acquisition as necessary for develoFment acti-
vity, relocation of existing businesses and residents,
and for public rights of way.
9) Couraercial and Retail develoFment to provide relocation,
expansion and new development opportunities. Site or
sites to be determined.
10) Office developmnt to provide relocation, expansion and
new development opportunities. Site or sites to be
determined.
11) Casa Loma senior housing development of a portion of
Agency owned property on Redlands Blvd. between Fern
Street and Cypress Avenue.
12) Development of Agency owned property at Fern Street and
Redlands Blvd.
13) Commercial, office and/or retail developmnt. Site or
sites within the area bounded by, Redlands Blvd., Eureka
Street, Texas Street and the Study Area Boundary.
14) Retail, cm-percial and office developtie-nt. Site area to
be all or a portion of the area bounded by Orange Street
Santa Fe Railroad tracks, Seventh Street and Redlands
Blvd.
15) Development of office, comercial, retail, cultural and
other permitted uses. Site or sites to be all or Por-
tions of the area generally bounded by Redlands Blvd.,
Eureka Street, I-10 Freeway, and Texas Street.
16) Develolmient of Residential or other permitted uses.
Site or sites to be all or a portion of the area genes
ally bounded by Sixth Street, I-10 Freeway, Church
Street, and Redlands Blvd.
17) Development or rehabilitation of 348 Orange Street.
18) Civic, Cultural and Conference Center. Site or sites to
be determined.
19) Developwrit and/or renovation of various sites within
the core retail district for retail, cam-ercial or
office uses. Site or sites to be located within the
area generally bounded by Redlands Blvd., Orange Street,
and the Study Area Boundary.
B. PUBLIC IMPROMEM
1) Mission Zanja Flood Control Project. Site tentatively
identified as the Southern Pacific Railroad right of
way.
2) Right of way iiTrovements identified in the Public
Improverients Ccuporent, exhibit 2 "Pight of Way Improve
ments".
3) Right of way improvements as may be necessary for the
implementation of development activity within the
Redlands Redevelopment Project and specifically within
the Study Area Boundary of the Revitalization Program.
4) Right of way inprovezents that are necessary for the
relocation of businesses and tenants requiring reloca-
tion as a result of redevelopment activity.
5) Relocation of Residential and Caumercial businesses and
tenants as a result of redevelopment activity.
6) Construction of Phase II public improvements which
tentatively include Orange Street from Redlands Blvd. to
Pearl Street,, and a portion of shoppers lane.
7) Town Center Identity improvements. Design and instal-
lation of monuments, shoppers lane, Town Center gateway
elements, pedestrian plazas,, special seasonal treat-
ments, decorative crosswalks, and those other features
identified in the Public Improvement Component's "Town
Center Identity Plan".
8) Utility reconstruction and relocation as is necessary to
accommodate new development activity including but not
limited to water, sewer, storm, drain, electrical, gas
and telephone utility improvements identified in the
Public Improvements Component.
9) Shoppers Lane. Completion of shoppers lane segments
including Third Street from Redlands Blvd. to Oriental,
from Orange Street easterly and northerly to Sixth
Street and the Santa Fe tracks, and Fifth Street from
the Santa Fe tracks to State Street. Shoppers lane may
also be extended beyond the "loop" identified on the
"Town Center Identity Plan" exhibit 9 of the Public
Irprovewnts Component.
10) Parking facilities to accoucK)da-te increased business
activity needs. Parking structures are currently
planned for all existing City and Agency owned parking
lots. In addition property will be acquired and
improved with parking lots and structures in conjunction
with new development and business activity.
Section Z. The Agency hereby approves or reapproves the existing
projects, program, or activities contained in the Agency's budget resolution
adopted October 16, 1984, attached as Attaennent 2 hereto and incorporated
herein, which projects, programs, or activities are as follows-.
k. Supply support services for Town Center Mramoger.
B. Disposition, of Senior Housing Property.
C. Construction of Reservoir Canyon Drain.
D. Completion of Fedi ds Depot develolxent.
E. Public information and programs
Section 3. The Agency hereby approves or reapproves the existing
projects, programs, or activities contained in the documents attached as
Attachments 3, 4, 5 and 6 hereto and incorporated herein, which projects,
programs, and activities as follows:
A. Corwercial Facade Assistance Program as approved on June 19,
1984 and as extended (until September 30,1986) on September
17, 1985 (Attachment 3)
B. The program for implementation priorities specified in the
document entitled "Agency Development Criteria and Policy",
approved October 15, 1985. (Attachment 4)
C. The program entitled the " Central Redlands Revitalization
Program Public Improvement Core ponent", approved Noverciber 20,
1984. (Attachment 5)
D. The program entitled the "Central Redlands Revitalization
Program Introduction and Land Use Component approved Noverriber
20, 1984. (Attachment 5)

E. The program Ltled the "Central Redlands Revitalization
Program Design Guidelines". approved November 20, 1984.
(Attachment E)
F. A program entitled the "Earthquake Reinforcement of Ron-
Reinforced Masonry Structures" which is intended to encourage
and make feasible the retrofitting of non-reinforced masonry
structures to standards equivalent to contemporary building
codes.
