HomeMy WebLinkAbout363 RDA_CCv0001.pdf RESOLUTION NO. 363 RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS APPROVING CERTAIN CHANGES TO THE FIVE-YEAR IMPLEMENTATION PLAN FOR THE REDLANDS REDEVELOPMENT PROJECT AREA. WHEREAS, pursuant to Health and Safety Code Section 33490, the Redevelopment Agency("Agency")of the City of Redlands, California, is required to adopt a five-year implementation plan for its redevelopment project area; and WHEREAS, pursuant to Health and Safety Code Section 33490(c), the Agency is required to conduct a noticed public hearing and hear testimony of all interested parties for the purpose of reviewing the redevelopment plan and corresponding implementation plan for its redevelopment project area and evaluating the progress of the redevelopment project; and WHEREAS, pursuant to Health and Safety Code Section 33490(d) which requires that said noticed public hearing be published pursuant to Section 6063 of the State Government Code, mailed at least three weeks in advance to all persons and agencies that have requested notice, and posted in at least four permanent places within the project area for a period of three weeks; and WHEREAS, the Agency has complied with the requirements of Health and Safety Code Section 33490(d) which included a Notice of Public Hearing that was published in the Redlands Daily Facts on August 17, August 25, and September 5, 2003, and posted on four City-owned sites located in the Project Area; and WHEREAS, the Implementation Plan is on file at the City of Redland Community Development Department, Civic Center Plaza, 35 Cajon Street, Suite 20, Redlands, California, 92373, and is available for public review; and WHEREAS, the Implementation Plan is a policy statement and as new issues, opportunities and/or constraints arise in administering the Plan, modifications may be deemed necessary during the midterm review of the Plan; and WHEREAS, the midterm review of the Implentation Plan is not subject to environmental review under the California Environmental Quality Act. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Agency Board of Directors as follows: Section 1. The section entitled "Future Programs And Expenditures Which Implement These Goals and Objectives" is hereby amended to read as follows: "REUSE OF EXISTING NEW DEALERSHIP SITES IN THE PROJECT AREA The Agency may assist with the reuse or redevelopment of the five(5) existing new dealership sites located in the Project Area which may become available with the development of an Auto Mall near the Interstate 10-Freeway/210-Freeway Interchange. This program will attain the following goals and objectives: Goal #1, Objectives 1.1 and 1.2, and Goal #2, Objective 2.2. The Agency's portion in the participation through either street improvements, land write-downs or other form of assistance is estimated to be $500,000.00. NEW YORK STREET IMPROVEMENT PROJECT Street improvements to New York Street between Lugonia Avenue and Colton Avenue to include a new segment north of Brockton Avenue to connect with Lugonia Avenue, curb, gutter and sidewalks, utilities, storm drain, and traffic signals at Lugonia Avenue and at Colton Avenue. The project will implement aspects of the following goals and objectives: Goal No. 3, and Objectives 3.1 and 3.9, and Goal No. 5. Staff is recommending that an expenditure of$1,300,000.00 be assigned to this new project." Section 2. This Resolution shall become effective immediately upon adoption.
