A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
OPPOSING THE "RENTAL ASSISTANCE" INITIATIVE THAT WILL
PREEMPT LOCAL MOBILE HOME RENT CONTROL
WHEREAS, the State of California has recognized, by the adoption of special legislation,
that mobile home residents in mobile home parks are "homeowners," and that they are not the same
as typical residential tenants, but has specifically left the issue of regulation of rents to local
government; and
WHEREAS, an initiative is due to appear on the March 1996 statewide ballot titled as a
"Rental Assistance" initiative which would phase out all existing mobile home rent ordinances in
California and prohibit new ones from being enacted, thereby preempting and voiding the ability
of this City Council to regulate rent; and
WHEREAS, mobile home owners typically have a substantial investment in their homes
which, many times, is their only asset which will be lost if no relief from excessive rents is provided;
and
WHEREAS, this City Council opposes any attempt to preempt or remove its authority to
protect its needy citizens or make policy which responds to the crises created by high rents and
immobility; and
WHEREAS, this initiative has been misrepresented as one which would assist mobile home
owners in meeting their rent obligations, but would in reality result in much higher rents when the
protection afforded by the local ordinance has been removed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section I. That the City Council hereby opposes the passage of the so-called "Rental
Assistance" initiative.
Section 2. That the City Clerk shall certify as to the adoption of this Resolution.
