HomeMy WebLinkAbout381 RDA_CCv0001.pdf RESOLUTION NO, 381 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS AMENDING THE REDEVELOPMENT AGENCY'S RULES OF PROCEDURE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. The "Rules of Procedure" for the Redevelopment Agency of the City of Redlands adopted in April, 1971, are hereby amended and shall be in the form attached hereto as "Exhibit "A." Name of Agency. The name of the Agency shall be "Redevelopment Agency of the City of Redlands, California," in accordance with City Council Ordinance No. 1436, dated April 6, 1971. Section 2. Office of Agenc . The office of the Agency shall be within the City, or at City Hall of the City of Redlands at a location to be determined by the Agency. ARTICLE 11 - OFFICERS Section 1. Officers. The officers of the Agency shall be a Chairperson and Vice Chairperson who shall be the Mayor and Mayor Pro Tern of the City of Redlands,respectively, and the terms of office shall correspond to terms served as Mayor and Mayor Pro Tem of the City Council. A Secretary shall be appointed by the Agency. Section 2. Chairperson. The Chairperson shall preside at all meetings of the Agency. At each meeting, the Chairperson shall submit such recommendations and information as the Chairperson may consider proper concerning the business, affairs and policies of the Agency. Section 3. Vice-chaiWerson. The Vice-Chairperson shall perform the duties of the Chairperson in the absence or incapacity of the Chairperson. In the event of the absence of the Chairperson and Vice-Chairperson, the Agency may select any other Boardmember to perform the duties of the Chairperson. Section 4. Secretary. The Secretary is responsible for the records of the Agency, shall act as Secretary of the meetings of the Agency and record all votes, and shall keep a record of the proceedings of the Agency in a journal of proceedings to be kept for such purpose and shall perform all duties incident to the Secretary's office. Section 5. Additional Duties. The officers of the Agency shall perform such other duties and functions as may from time to time be required by the Agency. Section 6. Personnel. The Agency may from time to time employ such personnel as it deems necessary to exercise its powers, duties and functions as prescribed by the Community Redevelopment Law, as amended, of the State of California and all other laws of the State of California applicable thereto. The selection and compensation of such personnel shall be determined by the Agency subject to the laws of the State of California. ARTICLE III -- MEETINGS Section 1. Regular Meetings. Regular meeting of the Agency shall be held on the first and third Tuesdays of each month at 3:00 p.m. or as soon thereafter as the City Council matters permit; provided that, if such a day shall be a legal holiday, such meeting shall be held on the following business day. Section 2. Special Meetings. A special meeting may be called at any time the Chairperson of the Agency or upon written request of three members of the Agency, in accordance with Government Code section 54956, as that Section may be amended from time to time. No other business shall be considered at such meetings by the Agency other than designated in the call. Section 3. Adjournment. Any regular or special meeting may be adjourned to a date and time certain for the completion of the business of such meeting. Section 4. uorum. Three members shall constitute a quorum for the transaction of business. Section 5 Roberts Rules. All rules of order not herein provided for shall be determined in accordance with "Roberts Rules of Order Revised." Section 6. Personnel Rules. The Agency shall adopt the City of Redlands' Personnel Rules which will govern Agency employees. ARTICLE IV - FISCAL YEAR Section 1. Fiscal Year. The fiscal year of the Agency shall be from July 1st to the following June 30th. 2
