AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER
13.12 OF THE REDLANDS MUNICIPAL CODE TO ENSURE
COMPLIANCE WITH STATE REGULATIONS FOR WATER CHARGES
DUE DATES, REFUNDS & ADJUSTMENTS, PREPAYMENT
REQUIREMENTS, AND BILLING & DEPOSIT FOR SOLID WASTE
SERVICES
WHEREAS, Ordinance No. 2975 would amend Section 13.12.025 (Alternative Payment
Plans) of Chapter 13.12 (Water Charges) of the Redlands Municipal Code to modify the alternative
payment plan procedures according to the provisions of Senate Bill 3 (2024)
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN
AS FOLLOWS:
SECTION 1. Section 13.12.025, entitled "Alternative Payment Plan," is hereby amended
in the Redlands Municipal Code to read as follows:
"13.12.025: ALTERNATIVE PAYMENT PLAN:
A. The City shall offer an alternative payment plan to a water service customer under certain
circumstances and under terms and conditions set by resolution of the city council. A
customer shall be eligible for an alternative payment plan if all three (3) of the following
circumstances are satisfied:
The customer is willing to enter into an alternative payment schedule with respect to
all delinquent charges.
2. The customer is not currently in default on any other pre-existing alternative payment
plan under this section.
3. The customer has not been in default on their municipal services account for longer
than sixty (60) days
B. The customer must comply with the payment plan and remain current as charges accrue
in each subsequent billing period. The customer may not request further payment plans
for any subsequent unpaid charges while paying delinquent charges pursuant to a
payment plan. Where the customer fails to comply with the terms of the payment plan for
sixty (60) days or more, meaning that the full agreed upon payment is not made toward

the unpaid delinquent balance on his or her account, the City may discontinue water
service per Section 13,12.020 C to the extent authorized by law.
SECTION 2. Severability, if any section, sentence, clause or phrase of this ordinance or
the application thereof to any entity, person or circumstance is held for any reason to be invalid or
unconstitutional, such invalidity or unconstitutionality shall not affect other provisions or
applications of this ordinance which can be given effect without the invalid provisions or
application, and to this end the provisions of this ordinance are severable. The City Council of the
City of Redlands hereby declares that it would have adopted this ordinance and each section,
sentence, clause or phrase thereof, irrespective of the fact that any one or more section, subsections,
sentences, clauses or phrases be declared invalid or unconstitutional.
SECTION 3. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in a
newspaper of general circulation within the City and thereafter this ordinance shall take effect as
provided by law.
