RESOLUTION NO. 3099 A RESOLUTION OF THE CITY COUNCIL OP TUU CITY OF REDLANDS, CALIFORNIA, ESTABLISHING POLICIES AND PROCMURES POR THE REVIEW OF REQUESTED CHINGES 1N WAGES, PRINGE BENEFITS N9D WORKING CONDITIONS ?OR THE 1974-75 FISCAL YEAR BURG IT . WHEREAS, Chapter 10, Division 4, Title 1 of the Govern- ment Code of the State of California was amended, effective january 1, 1969, for the putpose of promoting improved employer-employee relations between puhlic employees and their employers by establishing uniform and orderly methods of communicating between employees and the public agencies by- which they are employed; and WHEREAS, Government Code, Section 3507, empowers the City to adopt reasonable rules and regulations after consult- ation in good faith with representatives of its employee organizations for the administration of employer-empioyee relations ; and WHEREAS, the City desires to comply with provisions o"' State Law7 and WhERMS, the City Manager is authorized to represent the City Council in all matters of employee-employer re- lations with authority to meet and confer in good faith on wages, hours, and other terms and conditions of employment; WRAER.EAS, it i5 necessary to develop an orderly policy and procedure for the conduct of employer-evployee negotia- tions for the 1974-75 fiscal year; NOW, THEREFORE, M IT RESOLVED as follows: 1 . City employee organizations shall submit in writing to the City Manager requested changes in wagest fringe benefits. working conditions and provisions of the Parsonnel Rules and Regulations o! the City of Redlands . Such requests, including supporting data, shall be submitted no later than March 1, 1974. Proposed changes submitted after March 1, 1974, will not be considered for the 1974-75 fiscal year budget unless the City and the employee organization mutually agree to consider such requests . 2 � Commencing in April, 1974, the City will meet and confer in good faith with employee organizations ' representatives , 3 � In the event agreement is reached between the City and employee organization a memorandum of und8rstandinq will be prepared and signed by the City Manager and employee organi- zation& representatives upon conclusion of negotiati=87 said memorandum will identify issues upon which agreement is reached. 4 . This memorandum of understanding, as defined in Section Three oF this Resolution, will become effective july 1, 1974, or any other date agr8ed upon by the parties, upon approval K the City Council .
