HomeMy WebLinkAbout3216_CCv0001.pdf RESOLUTION NO, 3216 A RESOLUTION OF THE CITY C0110111, OF THE CITY OF REDLANDS, CALIFORNIA, ESTABLISHING POLICIES AND PROCEDURES POR THE REVIEW OF REQUESTED CHANGES 1N WAGES, FRINGE BENEFITS AND WORKING CONDITIONS FOR THE 1976-77 FISCAL YEAR BUDGET, WHEREAS, Chapter 10, Division 4, Title 1 of the Govern- ment Code of the State of California was amended, effective January 1, 1969, for the purpose of promoting improved employer-employee relations between public employees and their employers by establishing uniform and orderly methods of communicating between employees and the public agencies by which they are empicyed; and WHEREAS, Government Code, Section 3507. empawsrs the City to adopt reasonable rules and regulations after consult- ation in good faith with representatives of its employee organizations for the administration of employer-employee relations; and WHEREAS, the City desires to comply with provisions of State Lab and WHEREAS, the City Manager is authorized to represent the City Council in all matters of employee-employer re- lations with authority to meet and confer in good faith on wages, hours, and other terms and conditions of employment; WHEREAS, it is necessary to develop an orderly policy and procedure for the conduct Of employer-employee negotia- tions for the 1976-77 fiscal year; NOW, THEREFORE, BE IT RESOLVED as follows: i � City employee organizations shall submit in writing to the City Manager requested changes in wages, fringe benefits, narking conditions and provisions of the personnel rules and regulations of the City of Redlands . Such requests, including supporting data, shall be submitted no later than February 16, 1976 . Proposed changes submitted after February 16, 1976v will not be considered for the 1976-77 fiscal year budget unless the City and the employee organization mutually agree to con� s ,der such requests , 2 , Commencing in April 1976, the City wKi meet and confer in good faith with employee organizations ' representatives , 3 . In the event agreement is reached between the City and employee organization a memorandum of understanding will be prepared and signed by the City Manager and employee organi- zations ' representatives upon conclusion ofnegotiations; said memorandum will identify issues upon which agreement is reache& 4G This memorandum of understanding, as defined in Section Three of this Resolution, will become effective an the date agreed upon by the parties, upon approval Of the City Council .
