A RESOLUTION OF THE CITY COUNCIL OF THE CI'T'Y OF REDLANDS
URGING PARTICIPATION OF OTHER WATER PRODUCING PUBLIC AGENCIES
IN THE ESTABLISHMENT OF A STUDY GROUP FOR REVIEW OF PROGRAMS
OF THE SAN BERNARDINO VALLEY MUNICIPAL WATER DISTRICT
WHEREAS, the San Bernardino Valley Municipal Water
District has caused legislation, AB 2221 , to be introduced
in the State legislature for the purpose of gaining authority
to levy a ground water production assessment in the District;
and
WHEREAS, it has been found that there is almost
universal objection to the legislation by all water producing
agencies , both public and private; and
WHEREAS, the legislation has been reviewed by many
knowledgeable persons of the water production field and found
to be poorly and unfairly drafted; and
WHEREAS , the legislation was drafted and introduced
to the State Legislature without reference to, or with the
knowledge of, the many water producing agencies of the District;
and
WHEREAS, the San Bernardino Valley Municipal Water
District has important functions as a public agency serving
both public and private water producers in the District all
providing service to present and future domestic and agricultural
consumers;
NOW, THEREFORE, BE IT RESOLVED as follows :
1 . The City of Redlands solicits the participation
of other water producing agencies in the establishment of a
stud, group of persons technically qualified to review, analyze
and reach conclusions concerning the functioning of the San
Bernardino Valley Municipal Water District including its finan-
cial needs .
2 . The study group membership be formed by mutual
agreement of the agencies participating in the study effort.
3 . The study group members be administratively sup-
ported by the agency contributing members .
4 . The San Bernardino Valley Municipal Water
District elected governing body be fully informed of all study
group actions including data assembled, recommendations, and
draft legislation.
5. The study group would not release interim data
for public review during the study period, but the final
report data and any draft legislation would be released over
the signature of all participating members.
6. The study group would seek communications and
presentations by the San Bernardino Valley Municipal Water
District in order to understand their position and so they
will understand the position of the agencies participating in
the study effort.

At a meeting held June 9 , 1980 , the Board
of Directors discussed your Resolution No. 3683
urging participation of other water-producing
public agencies in the establishment of a study
group for review of programs of the San Bernar-
dino Valley Municipal Water District.
It was the consensus of the Directors that
this District would be happy to cooperate in such
an endeavor.
