A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING PROCEDURES AND GUIDELINES FOR REVIEWING
APPLICATIONS TO FILL VACANCIES ON THE PLANNING COMMISSION.
WHEREAS, the Redlands City Council wishes to update its procedures for reviewing
applications and filling vacancies on the Redlands Planning Commission; and
WHEREAS, the Redlands City Council has considered an ordinance updating Chapter 2.36 of
Title 2 of the Redlands Municipal Code to amend the appointment procedure for the Planning
Commission; and
WHEREAS, the adoption of Resolution No. 8674 qualifies for exemption from environmental
review in accordance with Sections 15061(b)(3) and 15378(b)(5) of the California Environmental
Quality Act.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. Procedures and Guidelines to Fill Vacancies on the Planning Commission. The
following procedures and guidelines are hereby adopted pertaining to the review of applications
and recommendations to the City Council to fill vacancies on the Planning Commission:
I. City Council Ad -Hoc Subcommittee
1. The Mayor shall appoint an ad -hoc subcommittee at a regularly scheduled City
Council meeting, and said committee shall consist of two (2) Councilmembers,
with approval of a majority of Councilmembers present.
2. The notice of vacancy shall be posted by the City Clerk in accordance with
State law.
The ad -hoc subcommittee shall review all complete applications that are
received prior to the published date and time deadline for a commission
vacancy. Applicants may not submit additional information after the filing
deadline, nor may members of the ad -hoc subcommittee or City staff request
additional information or materials after the filing deadline.
4. The ad -hoc subcommittee shall report its findings and recommendations to the
City Council in a regular public City Council meeting. Consensus by the ad -
hoc subcommittee is not required for consideration of an applicant by the full
City Council.

5. The ad -hoc subcommittee shall be automatically disbanded (without further
action required by the City Council) upon the appointment(s) of new
Commissioner(s) and all vacancies on the Planning Commission have been
filled.
II. Criteria for Review of Applications
1. Eligible applicants shall be residents of the City of Redlands and registered to vote
at the time of filing the application. Councilmembers may consider the applicant's
length of residency as well as knowledge of local planning or community
development trends and issues.
2. Councilmembers shall consider the applicant's background, training, and/or
professional experience and its relevance to the Planning Commission's duties and
responsibilities. Preference will be given to applicants who have knowledge,
training, and/or experience that are directly related to and will contribute
meaningfully to the Planning Commission's responsibilities. Relevant fields of
knowledge, training, or experience include, but are not limited to, urban planning,
architecture, civil engineering, landscape architecture, real estate, real estate
development, community development, economic development, environmental
policy, public policy, public administration, finance and business administration.
3. Councilmembers may also consider other relevant factors such as: the applicant's
demonstrated history of civic involvement in Redlands; previous positions and
performance on other City of Redlands boards, commissions, or committees; or
other volunteer or civic experience, and its relevance to the Planning Commission's
duties and responsibilities.
4. Special consideration should be given to achieving a variety or diversity of
backgrounds and representation on the Planning Commission, as this will
contribute to a more fully informed analysis and public deliberation of topics by the
entire Planning Commission.
5. Ad hoc subcommittee members shall personally interview all finalists prior to
making its recommendation(s) to the City Council.
III. Planning Commissioner Training
1. Planning Commissioners must maintain compliance with certain public official
training requirements, including completing training courses for ethics and sexual
harassment prevention.

2. The Development Services Department will provide introductory training for new
Commissioners as soon as practicable after appointment.
3. The Development Services Department will provide relevant training for all
Commissioners on an annual or as -needed basis. Commissioners may obtain
training from external providers or conferences, with registration costs (including
costs for any books or related course materials) paid by the City, subject to budget
availability and pre -authorization by the Development Services Director.
Section 2. California Environmental Quality Act. The proposed Resolution does not require
environmental review in accordance with Sections 15061(b)(3) and 15378(b)(5) of the California
Environmental Quality Act Guidelines. Pursuant to Section 15378(b)(5) of the California
Environmental Quality Act ("CEQA"), this proposal is an organizational or administrative activity of
the City that will not result in direct or indirect physical changes in the environment, and therefore not
a project. Additionally, pursuant to CEQA Guidelines Section 15061(b)(3), this proposal is exempt
from CEQA review because there is no possibility that the adoption of the Resolution may have a
significant effect on the environment, insofar as it would establish administrative procedures and
guidelines for reviewing applications to fill vacancies on the City of Redlands Planning Commission.
Section 3. Effective Date. This Resolution shall take effect upon adoption of Ordinance No.
