A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING A ONE-YEAR EXTENSION OF TIME TO THE EXPIRATION
DATE FOR CONDITIONAL USE PERMIT NO. 1107 AND ASSOCIATED
ENTITLEMENTS PERTAINING TO THE ADAPTIVE REUSE OF A SINGLE-
FAMILY DWELLING LOCATED AT 1605 CALVARY CIRCLE.
WHEREAS, Guadalupe Cobanov, property owner and applicant, has submitted an
application for Extension of Time No. 2 to construct the project approved with Conditional Use
Permit No. 1107 for a physician's office and medical clinic located at 1605 Calvary Circle (APN:
0293-133-13-0000);and
WHEREAS, on April 19, 2022, the Redlands City Council held a public hearing and adopted
Resolution Nos. 8321, 8322, 8323, 8324, and 8325 to approve Historic Resource Designation No.
135, Amendment 47 to Specific Plan No. 40, Conditional Use Permit No. 1107, Variance No. 799,
and Historic Parking Modification No. 31 for the project; and
WHEREAS, Redlands Municipal Code section 18.192.090 permits an applicant to request a
one-year extension of time to extend the expiration date for a Conditional Use Permit, provided the
total number of such one-year extensions does not exceed three; and
WHEREAS, on April 16, 2024, the City Council approved the first Extension of Time for the
entitlements; and
WHEREAS, the applicant intends to develop the project approved by Conditional Use Permit
No. It 07, and filed an Extension of Time application prior to the entitlement's expiration date in
accordance with the Redlands Municipal Code; and
WHEREAS, on April 15, 2025, the City Council determined that the approval of the
requested one-year extension of time is in the best interests of the public health, safety, and general
welfare.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
SECTIONI. California Environmental Quality Act. Approval ofthis Resolution is exempt
from further environmental review pursuant to Section 15061(b)(3) of the State Guidelines
implementing the California Environmental Quality Act, as there is no possibility of any potentially
significant environmental effects as a result of the time extension. City Council Resolution No. 8323
was adopted on April 19, 2022, and determined the project was exempt from environmental review
in accordance with the California Environmental Quality Act (Sections 15061(b)(3), 15301,15305,
and 15331 of the CEQA Guidelines).

SECTION 2. Approval of Extension of Time. The proposed one-year extension of time for
Conditional Use Permit No. 1107, with associated entitlements, is hereby approved in accordance
with Redlands Municipal Code Section 18.192.090.
SECTION 3. Expiration Date. The new expiration date for Conditional Use Permit No.
1107 and associated entitlements shall be April 19, 2026. The project shall remain subject to all
original Conditions of Approval contained in City Council Resolutions 8323, 8324, and 8325.
SECTION4. Effective Date. This Resolution shall become effective upon adoption.
