A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
INSTITUTING PROCEEDINGS FOR THE CONTINUED LEVY OF
ASSESSMENTS, APPOINTING AN ASSESSMENT ENGINEER,
ORDERING THE PREPARATION OF AN ENGINEER'S REPORT IN THE
MATTER OF STREET LIGHTING DISTRICT NO. 1 AND LANDSCAPE
MAINTENANCE DISTRICT NO. 1 AND RESCINDING RESOLUTION NO.
8542
WHEREAS, the City Council of the City of Redlands (this "City Council") has determined
that the public interest, convenience and necessity requires the installation, operation and
maintenance of a street lighting system and other facilities as set forth in Section 22525 of the
California Streets and Highways Code; and
WHEREAS, it has been determined by the City Council of the City of Redlands (this "City
Council"), that the public interest, convenience and necessity requires the maintenance of
landscaping as set forth in Section 22525 of the California Streets and Highways Code; and
WHEREAS, this City Council has formed Redlands' Street Lighting District No. 1 to pay
the costs associated with the installation, operation and maintenance of such street lighting system
and other facilities; and
WHEREAS, this City Council has formed Redlands' Landscape Maintenance District No.
to pay the costs for the maintenance such landscaping; and
WHEREAS, it is the desire of this City Council to initiate proceedings and order the
preparation of an engineer's report to levy assessments for fiscal year 2025-2026 upon properties
located within Street Lighting District No. 1 and Landscape Maintenance District No. 1; and
WHEREAS, this City Council further desires to appoint Donald Young, RCE No. 49918,
One Stop Permit Center Manager, as the "Assessment Engineer" for Street Lighting District No. 1
and Landscape Maintenance District No. 1;
NOW, THEREFORE, the City Council of the City of Redlands does hereby find, determine
and resolve as follows:
Section 1. That the public interest, convenience and necessity requires the continued
levy of assessments within Street Lighting District No. 1 for the purpose of installing, operating
and maintaining street lights and associated facilities as authorized by Section 22620 of the
California Streets and Highways Code and in compliance with Article XIIID, and Section 19 of
Article XVI, of the California Constitution.
Section 2. That the public interest, convenience and necessity requires the continued
levy of assessments within Landscape Maintenance District No. 1 for the purpose of maintaining
landscaping and improvements as authorized by Section 22620 of the California Streets and

Highways Code and in compliance with the requirements of Article XIIID and Section 19 of
Article XVI of the California Constitution.
Section 3. That the properties to be assessed for the installation, operation and
maintenance of the street lighting facilities shall be those properties located within the boundaries
of Street Lighting District No. 1.
Section 4. That the properties to be assessed for the maintenance and operation of the
landscaping and improvements shall be those properties located within the boundaries of
Landscape Maintenance District No. 1.
Section 5. That the proceedings for the continued levy of assessments within Street
Lighting District No. 1 and Landscape Maintenance District No. 1 shall be conducted in
accordance the with provisions of Division 15 of the California Streets and Highways Code (the
Landscaping and Lighting Act of 1972) and in compliance with the requirements of Article XIIID,
and Section 19 of Article XVI, of the California Constitution.
Section 6. That Donald Young, RCE No. 49918, One Stop Permit Center Manager,
having an office located at 35 Cajon Street, Suite 15A, Redlands, California, is hereby appointed
"Assessment Engineer" and shall have the authority conferred upon the Assessment Engineer by
the Landscaping and Lighting Act of 1972.
Section 7. That the Assessment Engineer is hereby ordered to prepare a report in
accordance with the Landscaping and Lighting Act of 1972.
Section 8. Resolution No. 8542 is hereby rescinded.
