HomeMy WebLinkAbout2566_CCv0001.pdf RESOLUTION NO. 2566 A RESOLUTION OF THE CITY OF REDLANDS PROVIDING SEWER SERVICE OUTSIDE THE BOUNDARIES OF THE CITY OF REDLANDS SUBJECT TO CERTAIN CONDITIONS AND REQUIREMENTSo Be it hereby resolved that the City Council of the City of Redlands does hereby grant authority to the Public Works Department of the City of Redlands to approve connections to the Redlands Domestic Sewage System for service to property outside the City of Redlands subject to the following conditions: (1) Service will be provided only to those establishments receiving domestic water from the City of Redlands water system. (2) Connection shall be only for domestic single family dwellings located in single family residential or agriculture zones. (3) The Public Works Department shall determine whether existing facilities are adequate to provide service. If the facilities are deemed to be inadequate, service will be approved only after the applicant installs facilities in accordance with requirements and spec- ifications provided by City Ordinance. (4) Applicant shall pay his proportionate share of the line costs fronting his property and all connection fees and other permit fees as required by the City ordinances. (5) Before service will be approved, the owner of the property to be served shall enter into an agreement and record the same as a covenant running with the land requiring the owner to annex the property to the City of Redlands, subject to any outstanding bond obligations of the City of Redlands, within 120 days after the City requests the annexation. The owner shall state in the agreement that in the event the property is not annexed to the City of Redlands within the 120-day period, the sewer rates and charges to that property shall be twice the normal outside rates until such time as the property is annexed to the City of Redlands. (6) To insure that the operation of the city sewer system conforms with all requirements of the State Health Department and the Water Quality Control Board, and other sound operational procedures, the Public Works Department may, at its discretion, reject any application that is determined to be detrimental to the city system. (7) All applications for service to property outside the City limits for other than a domestic dwelling shall first be submitted to the Public Works Department, subject to review by the Planning Commission and City Council. In their consideration for approval, the Public Works Department, Planning Commission and City Council shall verify that the existing or proposed development is compatible with the Redlands General Plan and the area has been comprehensively zoned in a manner not inconsistent with zoning of the City of Redlands. Service connections made under the provisions of this resolution shall comply with all rules and regulations established by City Ordinance.
