A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS, COUNTY OF SAN BERNARDINO, STATE OF
CALIFORNIA AUTHORIZING THE MUNICIPAL UTILITIES
DIRECTOR TO SIGN AND FILE A FINANCIAL ASSISTANCE
APPLICATION FOR A LOAN/GRANT FROM THE STATE WATER
RESOURCES CONTROL BOARD.
WHEREAS, the City desires to maximize the use of its limited potable water supplies
by implementing cost-effective projects that utilize recycled/non-potable water like the
Redlands Recycled Water Project, and
WHEREAS, the State Water Resources Control Board administers the State Revolving
Fund Loan Program for construction of wastewater treatment facilities, and
WHEREAS, the purpose of the State Revolving Fund Loan Program is to implement
the Clean Water Act and various State Laws including the Clean Water Bond Law of 1984, the
Safe, Clean, Reliable Water Supply Act (1996 Bond Act) by assisting in the financing of
wastewater treatment facilities necessary to prevent water pollution, recycle water, correct
nonpoint source and storm drainage pollution problems, and provide for estuary enhancement,
and thereby protect and promote the health, safety, and welfare of the inhabitants of the State:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands
that the Municipal Utilities Director or his/her designee is hereby authorized and directed to
sign and file, for and on behalf of the City of Redlands, a Financial Assistance Application for
a loan/grant from the State Water Resources Control Board in the amount of twenty million
dollars ($20,000,000) for the design and construction of the Recycled Water Project, and
BE IT ALSO RESOLVED that the City of Redlands hereby agrees and further does
authorize the aforementioned representative or his/her designee to certify that the Agency has
and will comply with all applicable state and federal statutory and regulatory requirements
related to any federal and state loan/grant funds received, and
BE IT ALSO RESOLVED that the Municipal Utilities Director or his/her designee of the
City of Redlands is hereby authorized to negotiate a loan/grant contract and any amendments
thereto on behalf of the City of Redlands and that the Mayor of the City of Redlands is hereby
authorized to execute a loan/grant contract and any amendments thereto on behalf of the City
of Redlands.
