RESOLUTION AUTHORIZING SIGNATURE OF A FUNDING AGREEMENT AND
RELATED DOCUMENTS FOR FUNDING UNDER THE WATER SECURITY,
CLEAN DRINKING WATER, COASTAL AND BEACH PROTECTION ACT OF
2002 (PROPOSITION 50)
WHEREAS, on December 22, 2006, the city of Redlands made application to the
State of California for a $1,172,551 grant under the Proposition 50 Program; and
WHEREAS, on September 17, 2007, the State of California issued a Letter of
Commitment to the city of Redlands committing grant funds in the amount of$1,172,551
under the Proposition 50 Program for the city of Redlands Groundwater Contaminant
Treatment and Removal with Tailored GAC, project number 3610037-6b-12/l/2004-
14:5 1, subject to terms and conditions; and
WHEREAS, on October 2, 2007, Redlands City Council adopted a project budget
totaling 52,372,551; and
WHEREAS, the remaining $1,200,000 of project costs are to be funded by, the city
of Redlands; and Pennsylvania State University.
WHEREAS,prior to the State of California issuing said Funding Agreement, the city
of Redlands is required to pass a resolution authorizing an officer to execute said Funding
Agreement and amendments, designating a person to approve claims for reimbursement,
designating a person to sign the Budget and Expenditure Summary, designating a person to
sign Certification of Project Completion, and designating a person to sign the Final Release
form.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED, that the Mayor of
the city of Redlands is hereby authorized to sign the Water Security, Clean Drinking Water,
Coastal and Beach Protection Act of 2002 (Proposition 50) Funding Agreement and any
amendments thereto, and
BE IT FURTHER RESOLVED AND ORDERED, that the City Manager of the
city of Redlands is hereby authorized to approve Claims for Reimbursement for the City of
Redlands Groundwater Contaminant Treatment and Removal with Tailored GAG Project;
and
BE IT FURTHER RESOLVED AND ORDERED, that the City Manager of the
city of Redlands is hereby authorized to execute the Budget and Expenditure Summary for
the City of Redlands Groundwater Contaminant Treatment and Removal with Tailored GAC
Project; and
BE IT FURTHER RESOLVED AND ORDERED, that the City Manager of the
city of Redlands, is hereby authorized to sign the Final Release Form under the City of
Redlands Groundwater Contaminant Treatment and Removal with Tailored GAG Project;
BE IT FURTHER RESOLVED AND ORDERED, that the City Manager of the
city of Redlands, is hereby authorized to certify that the project is complete and ready for
final inspection; and
BE IT FURTHER RESOLVED AND ORDERED, that the city of Redlands does
hereby designate revenues from the as the dedicated source of revenue for matching funds.
This dedication shall remain in full force and effect until such funding agreement is fully
discharged, unless modification or change of such dedication is approved in writing by the
State of California.
