HomeMy WebLinkAbout4922_CCv0001.pdf RESOLUTION NO. 4922 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE SITE IDENTIFICATION AND DESCRIPTION FOR THE MID-VALLEY/FONTANA SANITARY LANDFILL FACILITY FACILITY IDENTIFICATION NUMBER 36-AA-0055 WHEREAS, the landfill facility under consideration is an existing, San Bernardino County refuse disposal facility operating under permit since 1978; and WHEREAS, the operating Solid Waste Facility Permit, originally issued on October 11, 1978 , is currently outdated ; and WHEREAS, the San Bernardino County Solid Waste Management Department, acting as Lead Agency, with concurrence from the San Bernardino County Planning Department as the San Bernardino County Board of Supervisor's designated Environmental Lead Agency, will duly complete a Solid Waste Facilities Permit application; and WHEREAS, said Solid Waste Facilities Permit is only issued for the revision and the updating of the facility's operations, including all current Regulatory Agencies' requirements; and WHEREAS, the San Bernardino County Solid Waste Management Department has also completed the Site Identification and Description of the project for submission to the City Council of the City of Redlands in the County of San Bernardino, State of California, a copy of which is attached and marked Exhibit "A" ; and WHEREAS, this facility can continue to provide the San Bernardino County Solid Waste Management Department a method of disposing of municipal solid waste, inert wastes, and non-hazardous solid wastes; and WHEREAS, Public Resources Code Section 50000 requires that the "Site Identification and Description" of a new or expanded solid waste facility which has not been identified or described in a County Solid Waste Management Plan must be approved or disapproved by the County Board of Supervisors, and by a majority of the cities within the County having a majority of the incorporated population; and WHEREAS, the City Council of the City of Redlands may not disapprove the proposed Site Identification and Description unless it determines, based upon substantial evidence in the record, that there will be one or more significant adverse impacts within the City's boundaries from the proposed project; and WHEREAS, pursuant to the California Environmental Quality Act, a Mitigated Negative Declaration was adopted by the San Bernardino County Solid Waste Management Department / Planning Department and a Notice of Determination was filed with the San Bernardino County Clerk of the Board on June 23 , 1992, also subsequently filed at the Governor's Office of Planning and Research on June 26, 1992 ; and WHEREAS, the County Department of Environmental Health / Local Enforcement Agency Program is the Regulatory Responsible Agency for the project entrusted to issue the Solid Waste Facilities Permit with the concurrence provided from the California Integrated Waste Management Board; and WHEREAS, provided that the conditions of the permit are complied with, there is no substantial evidence in the record that there will be one or more significant adverse impacts within the City's boundary for the proposed project; and WHEREAS, the County Department of Environmental Health services will process the Solid Waste Facilities Permit application according to provisions of CEQA, all applicable local, state and federal regulations, the San Bernardino County Development Code and/or General Plan standards; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Redlands, County of San Bernardino, State of California, hereby approves the Site Identification and Description for the Mid-Valley / Fontana Sanitary Landfill Facility. Adopted this 17th day of November, 1992 . � 1 r aha of `the City Rdlands ATTEST: City--C erk MID-VALLEY SANITARY LANDFILL aka FONTANA REFUSE DISPOSAL SITE PROJECT DESCRIPTION "EXHIBIT - A" Purpose The San Bernardino County Solid Waste Management Department is currently in the process of revising the 1978 Solid Waste Facility Permit (SWFP) for the Mid-Valley Sanitary Landfill. Revisions will update the existing permit with current operations and/or design of the Facility and recent State- mandated operating requirements. Location The Mid-Valley Sanitary Landfill is located north of the cities of Fontana and Rialto within the City of Rialto, specifically Section 29, Township 1 North, Range 5 West, San Bernardino Base and Meridian (see Figure 1). The Facility consists of two parcels totalling approximately 142 acres and an additional 5 acres used for ancillary facilities (recycling area and landfill gas flare). Original landfill operations began in 1958 on the 60-acre southern rectangular parcel and were continued in 1973 to the 82-acre northern triangular shaped-parcel. The 5-acre parcel is adjacent to the eastern boundary of the rectangular parcel and the southern boundary of the triangular parcel (see Figure 2). Project Characteristic The Mid-Valley Sanitary Landfill is a Class III Facility accepting only municipal solid wastes, inert wastes, and nonhazardous solid wastes. The Facility is permitted to operate six days per week, Monday through Saturday, 8 a.m. to 5 p.m. Revision to the 1978 SWFP does not propose a change in the types of waste currently accepted at the Facility but requests a change in operating hours to Monday through Friday, 7 a.m. to 5 p.m. and Saturday, 8 a.m. to 5 p.m. Site personnel arrive at the Facility at 6 a.m. to prepare operational equipment and depart at 7 p.m. after landfill activities are completed and equipment secure. The site will operate 309 days per year and be closed on Sundays, Independence Day, Thanksgiving, Christmas and New Year's Day. Existing facilities at the Mid-Valley Sanitary Landfill include a gate house, scales, elevated water storage tank, a drop-off pad for sorting and aggregating materials for recycling, a landfill gas (LFG) collection system, and groundwater monitoring system. The drop-off pad, LFG collection system, and groundwater monitoring system are new facilities designed to meet more recent operational requirements and are located on an additional 5 acres used for ancillary facilities as referenced above. The County of San Bernardino has contracted operations at the Facility to NORCAL/San Bernardino, Inc. The existing permit did not specify the number of employees or equipment required to operate the Facility or to implement recycling activities. Presently, fourteen employees and six pieces of equipment are utilized in operating and maintaining the Landfill. It is anticipated that the total number of employees and equipment may increase by approximately one-third over the life of the Landfill based on rate of disposal projections over the next five years. Access to the Facility remains unchanged and is provided by Bohnert Avenue, a paved road intersecting Sierra Avenue. Graded dirt roads provide access to all areas within the Landfill for operating and maintenance activities. Perimeter fencing and an entrance gate limit unauthorized access to the Facilirt during non-operating hours. Vehicles entering the Facility are weighed and loads are visually scanned by the gate house attendant for potential household and other hazardous wastes not accepted at the Landfill. Disposal vehicles are then directed to the operating face of the landfill along graded dirt roads. Pursuant to AB 939 waste diversion goals, the County has initiated a recycling program at the Mid-Valley Sanitary Landfill. This existing program consists of diverting loads containing wood, metal, and cardboard to a drop-off area (as directed by a spotter), or recovering materials from the working face and moving them to the drop- off area. The metal is stored in large roll-off containers and transferred daily to the Milliken Sanitary Landfill for processing when the container reaches capacity. The wood waste is processed at Mid- Valley at an existing wood processing pad. A wood chipper is brought to the site periodically and the waste is chipped and hauled to market. Cardboard is hauled to Milliken Sanitary Landfill for processing and resale to markets. Refuse is deposited at the toe of the working face of the Landfill, spread and compacted and covered daily with 6 inches of compacted soil. Cover material is obtained from a borrow site, Cactus Basins, located approximately four miles from the Landfill. Sufficient cover material for several months is delivered and stockpiled at the site and later transported to the working face by landfill equipment. The 1978 SWFP and Report of Disposal Site Information prepared for the Facility identified the remaining site capacity and site life as 2.2 million cubic yards (cy) and seven years, respectively, based on an average disposal rate of 280 tons per day. Since no specific grading plan was included as part of the existing permit it is not possible to determine the basis for site capacity and site life calculations, The rate of disposal has substantially increased since the permit was originally issued for the Facility. Presently, the Facility receives an average of 1,010 tons of municipal solid waste daily. Revision to the SWFP requests a permitted average daily disposal rate of 2,642 tons and a maximum daily disposal rate of 4,000 tons. Proposed tonnages consider both the substantial increase in population growth within the service area of the Landfill and potential diversion of half the waste disposed at the Milliken Sanitary Landfill due to the landfill's anticipated closure in 1993. Although it is undetermined which landfill will receive waste diverted from the Milliken Sanitary Landfill, allocation of one-half of the daily waste load to the Mid-Valley Sanitary Landfill permits a conservative impact analysis of impacts to the Mid-Valley Sanitary Landfill. Revision to the SWFP includes development of final grading plans which enable a more precise estimate of future site capacity and site life of the Landfill. The final grading plans identify ultimate height of the Landfill as 1,722 feet above sea level for the southern parcel and 1,762 feet above sea level for the northern parcel. Based on this final development plan, it is estimated that total capacity of the 142-acre Landfill is approximately 25,403,000 cy and in-place volume approximately 17,389,000 cy. Remaining capacity at the Landfill for waste and cover material is approximately 8,474,000 cy. It is anticipated that site life will be reached by 1996 without recycling activities and 1997 with implementation of recycling activities that effectively meet State-mandated waste diversion goals. The existing Mid-Valley Sanitary Landfill will be designed and operated in compliance with all applicable local and state regulations. A Mitigated Negative Declaration was adopted for the project and the Notice of Determination was filed with the Clerk of the Board of Supervisors on June 23, 1992, in San Bernardino County and at the Governor's Office of Planning and Research on June 26, 1992 pursuant to the California Environmental Quality Act.
