RESOLUTION NO. 3282
A RESOLUTION OF THE CITY OF REDLANDS URGING LOCATION OF THE
PROPOSED SOLAR ELECTRIC DEMONSTRATION PLANT IN SAN BERNARDINO
COUNTY
WHEREAS, San Bernardino County is deeply committed to the devel-
opment of both solar thermal and solar electric power as a major alter-
nate source of energy; and
WHEREAS, solar power can be a strong alternate source of power for
Southern California and greatly assist the abatement of air pollution
problems in the region; and
WHEREAS, San Bernardino County has a long history of innovative
programs in planning and resource management, education, citizen par-
ticipation, environmental impact assessment and inter-governmental co-
ordination; and
WHEREAS, San Bernardino County in December 1975 adopted the State ' s
first Joint Utilities Management Plan, which includes energy manage-
ment goals and programs, facility siting analysis maps, siting criteria,
community concerns and a citizen participation program; and
WHEREAS, one of the four goals of the Joint Utilities Management
Plan is to "encourage the development of alternate energy sources which
have a minimum adverse effect on the environment; " and
WHEREAS, the Energy Resources and Development Administration pro-
gram to build a ten megawatt electric central receiver solar pilot
demonstration plant receives the highest support and commendation from
San Bernardino County; and
WHEREAS, the City of Redlands supports San Bernardino County,
Southern California Edison, the Los Angeles Department of Water and
Power, the California Department of Water Resources and the California
Energy Resources Conservation and Development Commission in their
joint proposal for the project; and
WHEREAS, the Siting Analysis Maps of the Joint Utilities Manage-
ment Plan show the proposed site to be in an area of "'least potential
for adverse effects,- "
NOW, THEREFORE, BE IT RESOL17ED that the City of Redlands strongly
urges that San Bernardino County and the proposed site twelve miles
east of Barstow be utilized for the project.-
