HomeMy WebLinkAbout4734_CCv0001.pdf RESOLUTION NO. 4734 A RESOLUTION OF THE CITY OF REDLANDS ADOPTING SOURCE REDUCTION AND RECYCLING ELEMENTS (AB939) GOALS AND OBJECTIVES WHEREAS the California Integrated Waste Management Act of 1989 (AB 939), as amended, requires all Cities and Counties to prepare and implement Source Reduction and Recycling (SRR) Elements of an Integrated Waste Management Plan; and WHEREAS the City of Redlands and the Cities of the East San Bernardino Valley together with the County of San Bernardino, share a common interest in the sound, environmentally safe collection and disposal of solid waste materials in the East Valley area; and WHEREAS establishing goals and objectives is an integral part of the SRR elements development process; and WHEREAS, it is each City's responsibility to establish its own goals and objectives; and WHEREAS, the City of Redlands wishes to establish its own SRR goals and objectives; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: RESO4734 PAGE 1 GOALS AND OBJECTIVES OF SOURCE REDUCTION AND RECYCLING ELEMENTS (AB939) I. GOALS 1 . Maximize interjurisdiction cooperation or regionalization in integrated waste management planning and implementation in the mid-valley region of San Bernardino County. 2. Achieve maximum source reduction, reuse, recycling, and composting by residential commercial, and industrial waste generators within the City limit. 3. Extend the lifetime of Redlands landfills. 4. Divert hazardous wastes from disposal in City of Redlands landfills. 5. To develop and identify local, regional, state and international markets for diverted materials. 6. Promote public information and education for solid waste management. ll. OBJECTIVES A. SOURCE REDUCTION: 1. Reduce the use of non-recyclable materials and encourage alternative products for non-recyclable products. 2. Replace disposable products with reusable materials (use of canvas tote bag for groceries for reuse, use of live container Christmas tree for reuse). 3. Reduce packaging. 4. Produce copies on both sides of papers. 5. Purchase repairable and non-disposable products. RESO4734 PAGE 2 I 6. Encourage waste generators to reduce wastes from operations, processes, and equipment. B. RECYCLING: 1 . Develop Solid Waste Management Master Plan by December, 1991 . 2. Implement recycling program to achieve 25% recycling by 1993, and 50% by 1997. 3. Expand curb-side recycling collection program to City-wide by 1993. 4. Expand Yard Waste Collection program to City-wide by 1993. 5. Establish second recycling drop-off center by 1994. 6. Complete construction of Material Recovery Facility by 1995. 7. Modify City ordinances to allow purchase preferences for products containing recycled content by 1992. 8. Monitor market developments for recovered materials. 9. Obtain permits to use alternative cover material for landfill utilizing Yard Waste, sludge and other materials by 1993. 10. Expand recycling programs to schools, business communities and public agencies. C. COMPOSTING: 1 . Complete a composting facility by 1995, utilizing yard/wood waste and sludge. 2. Identify market for the composted material and increase the use by private landscapers and by City parks and street landscaping programs. RES04734 PAGE 3 3. Develop alternative ways to use this composted material as a cover material at landfill. D. SOLID WASTE FACILITY: 1 . Extend the life of Redlands 'Landfill. 2. Continue to practice good landfill management policies. 3. Study feasibility of expansion. 4. Cooperate in regional efforts to provide alternatives to landfilling. E. EDUCATION AND PUBLIC INFORMATION: 1 . Provide sufficient funds for the publicizing of any municipal programs that addresses recycling, composting, source reduction, special waste or household hazardous waste. 2. Increase the public's awareness of the need for environmentally sound methods of waste reduction, such as source reduction, recycling, composting, special and household hazardous waste. 3. Coordinate with school districts, Chamber of Commerce, and other organizations to public awareness. F. SPECIAL WASTES: 1 . Cooperate with neighboring cities to develop local recycling capacity for targeted special wastes. G. HOUSEHOLD HAZARDOUS WASTE: 1 . Reduce the disposal of household hazardous waste in landfills by 75 percent by 1993 and 90 percent by 1997. 2. Seek markets for diverted household hazardous waste. 3. Reduce the amount of household hazardous waste generated within the jurisdiction through the substitution of safer products.
