HomeMy WebLinkAbout8693RESOLUTION NO. 8693 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING A ROAD REPAIR AND ACCOUNTABILITY ACT PROJECT LIST FOR THE 2025/26 FISCALYEAR WHEREAS, Senate Bill 1 (S131), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi -modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensue the residents of City of Redlands (City) are aware of the projects proposed for funding in our community, andwhichprojects have been completed each fiscal year; and WHEREAS, the City must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, by resolution, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City, will receive an estimated $1,978,415 in RMRA funding in Fiscal Year 2025/26 from S131; and WHEREAS, this is the ninth year in which the City is receiving S131 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and nobility options for the travelingpublic that would not have otherwise been possible without S131; and WHEREAS, the City used the Pavement Management Program (PMP) to determine the SB l project list and ensure revenues are being used on the most high -priority and cost-effective projects that also meet the communities priorities for transportation investment; and WHEREAS, the funding from SB1 will supplement other funding to rehabilitate approximately forty-five (45) lane miles throughout the City in the PMP 2025 Street Resurfacing Project; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting -edge technology, materials and practices, will assist the City in continuing to fund the City's PMP program; NOW, THEREFORE, be it resolved by the City Council of the City of Redlands, as follows: Section 1. The foregoing recitals are true and correct. Section 2. The following proposed project list is attached hereto as Exhibit "A" may utilize 1 I:\Resolutions\Res 8600-8699\8693 Road Repair and Accountability Act Project List for FY25-26.doex-ins fiscal year 2025/26 Road Maintenance and Rehabilitation Account revenues in their delivery. With the listing ofthese projects in the adopted fiscal year resolution, the City is affirming to the public and the State its intent to fund these projects with Road Maintenance and Rehabilitation Account Revenues: PMP 2025 Street Resurfacing Project will maintain and rehabilitate approximately forty-five (45) lane miles of various streets in the City of Redlands. The maintenance efforts include slurry sealing, crack filling, crack sealing, and thin asphalt overlay. The rehabilitation efforts include removing and replacing existing asphalt, grinding and overlay with hot mix asphalt, and full -depth reclamation. It also includes restriping, replacing traffic loops, manhole rim adjustment, etc. The project is anticipated to begin construction in fall 2025, with an estimated construction timeline of 6 months and an estimated project life of at least 20 years where rehabilitation methods are implemented. Section 3. Adoption of this Resolution has no environmental impact and therefore such action is exempt from review under the California Environmental Quality Act ("CEQA") in accordance with State CEQA guidelines section 15061 (b)(3).
