AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER
5.04 (BUSINESS TAXES, LICENSES AND REGULATIONS) OF THE
REDLANDS MUNICIPAL CODE RELATING TO ANNUAL AND
SEMIANNUAL BUSINESS LICENSES.
WHEREAS, Chapter 5.04 (Business Taxes, Licenses and Regulations) of the Redlands
Municipal Code sets forth regulations related to the issuance of business licenses and the
schedule of payment of business license fees; and
WHEREAS, Ordinance No. 2979 would amend Chapter 5.04 of the Redlands Municipal
Code to align due dates for the payment of business license fees with the calendar year rather
than fiscal year and clarifying ambiguous language.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES
ORDAIN AS FOLLOWS:
Section 1. The table set forth in Chapter 5.04, titled "BUSINESS LICENSES
GENERALLY," is hereby amended as to Section 5.04.410 to read as follows:
"5.04.410: PAYMENT; ANNUAL WHEN UNSPECIFIED"
Section 2. Chapter 5.04, titled "BUSINESS LICENSES GENERALLY," Section
5.04.130 is hereby amended to read as follows:
"5.04.130: EXEMPTION UNDER FEDERAL OR STATE LAW:
Nothing in this chapter or chapter 5.08 of this title contained shall be deemed or construed as
applying to any person, firm, or corporation conducting, managing or carrying on or engaged in
any business or occupation exempt from taxation by municipal corporations by virtue of the
constitution and laws of the United States or of the state of California. However, such businesses
exempt from taxation pursuant to this section, are required to obtain a city business license."
Section 3. Chapter 5.04, titled `BUSINESS LICENSES GENERALLY," Section
5.04.390 is hereby amended to read as follows:
"5.04.390: PAYMENT; ANNUAL DUE DATE:
All annual license fees shall become due and payable January 1 each year, unless otherwise
provided. The annual license period is defined as the calendar year January through December"
Section 4. Chapter 5.04, titled `BUSINESS LICENSES GENERALLY," Section
5.04.400 is hereby amended to read as follows:
"5.04.400: PAYMENT; SEMIANNUAL DUE DATE:

All semiannual license fees shall become due and payable on Januaryl and July I of each year,
unless otherwise provided. Semiannual license periods are defined as the periods January 1
through June 30 and July I through December 31 of each calendar year."
Section 5. Chapter 5.04, titled "BUSINESS LICENSES GENERALLY," Section
5.04.410 is hereby amended to read as follows:
"5.04.410: PAYMENT; ANNUAL WHEN UNSPECIFIED:
All licenses in this chapter and chapter 5.08 of this title unspecified are payable annually. unless
otherwise provided."
Section 6. Severability. If any section, sentence, clause or phrase of this ordinance or
the application thereof to any entity, person or circumstance is held for any reason to be invalid
or unconstitutional, such invalidity or unconstitutionality shall not affect other provisions or
applications of this ordinance which can be given effect without the invalid provisions or
application, and to this end the provisions of this ordinance are severable. The City Council of
the City of Redlands hereby declares that it would have adopted this ordinance and each
section, sentence, clause or phrase thereof, irrespective of the fact that any one or more section,
subsections, sentences, clauses or phrases be declared invalid or unconstitutional.
Section 7. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in a
newspaper of general circulation within the City and thereafter this ordinance shall take effect
as provided by law.
