A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AMENDMENT NO. 16 TO SPECIFIC PLAN NO. 45 TO
AMEND TABLE 1, SUMMARY OF USES, TO PERMIT BEAUTICIAN AND
DAY SPA USES IN THE TOWN CENTER AND TOWN CENTER-HISTORIC
LAND USE DISTRICT
WHEREAS, City staff at the City of Redlands has made an application for
Amendment No. 16 to Specific Plan No. 45 to permit beautician and day spa uses in the
Town Center and Town Center-Historic Land Use District; and
WHEREAS, the City Council has the authority to review Amendment No. 16 to
Specific Plan No. 45 to permit beautician and day spa uses in the Town Center and Town
Center-Historic Land Use District; and
WHEREAS, on December 11, 2012, the Planning Commission held a noticed
public hearing at which interested persons had an opportunity to testify in support of, or
opposition to, Amendment No. 16 to Specific Plan No. 45 and at which the Planning
Commission considered Amendment No. 16 to Specific Plan No. 45; and
WHEREAS, at the public hearing on December 11, 2012, the Planning
Commission considered, heard public comments on, and recommended approval of a
Negative Declaration and an amendment to Specific Plan No. 45 to the City Council
which would bifurcate the existing development envelope rather than deleting it from the
Specific Plan; and
WHEREAS, in accordance with Government Code sections 65453 and 65090, on
January 15, 2013, the City gave public notice by publication in a newspaper of general
circulation within the City of the holding of a public hearing at which the project would
be considered; and
WHEREAS, on February 5, 2013, the City Council held a noticed public hearing
at which interested persons had an opportunity to testify in support of, or opposition to,
Amendment No. 16 to Specific Plan No. 45;
NOW, THEREFORE, be it resolved by the City Council of the City of Redlands
as follows:
Section 1. The City Council hereby amends Table 1, Summary of Permitted Uses
of Specific Plan No. 45 as shown in Exhibit"A7 attached hereto to permit beautician and
day spa uses in the Town Center and Town Center-Historic Land Use District.

Redlands for the C-M ( Commercial Industrial) District shall be Permitted Uses in the
SC (Service Commercial) District.
All Conditional Uses listed in Section 18.100.070 of the Zoning Ordinance for the C-M
(Commercial Industrial) District shall be Permitted Uses in the SC (Service Commercial)
District subject to approval of a Conditional Use Permit.
