Special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center,
35 Cajon Street, on June 24, 2025 at 3:30 P.M.

Mayor Saucedo called the meeting to order at 3:30 P.M. and offered the public an opportunity to
provide comment on any subject within the jurisdiction of the City Council, including Closed
Session.

a. Seth Franklin v. City of Redlands, Worker’s Compensation Appeals
Board, Case Nos. ADJ17298965 and ADJ20157284.
b. Salcido v. City of Redlands, et al., San Bernardino County Superior
Court, Case No. CIVSB2218452
RECONVENE CITY COUNCIL MEETING

CLOSED SESSION REPORT
City Attorney Garcia reported the following:
Item C-1.a - Seth Franklin v. City of Redlands, Worker's Compensation Appeals Board -
There was no reportable action taken on this item.
Item C-1.b - Salcido v. City of Redlands, et al: Pursuant to Government Code Section
54957.1(a)(3)(A), the City Council took action to approve a settlement in the matter Salcido
v. City of Redlands; Michael Reiss. The substance of the settlement provides for:
There shall be a release of all claims against Defendant City of Redlands and Defendant
Michael Reiss

In exchange for the release of all claims, the City shall pay a total of $1,200,000.00 to
Plaintiff and her attorneys, inclusive of all attorney's fees and costs. Plaintiff shall
dismiss her lawsuit with prejudice. The City Manager is authorized to sign the
settlement agreement on behalf of the City.
Motion to approve the settlement was made by Council Member Tejeda, seconded by
Mayor Saucedo and passed as follows:
Yes: Barich, Tejeda, Saucedo
No: Shaw, Davis
A copy of the settlement agreement will be made available in the City Clerk's Office once executed
by all parties.
