HomeMy WebLinkAbout8684RESOLUTION NO. 8684 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING A POLICY AND PROCEDURE FOR THE PLACEMENT OF COMMUNITY SERVICE ORGANIZATION PLACARDS FOR REGISTERED 501(c)(3) NON-PROFIT ORGANIZATIONS ON THE CITY WELCOME MONUMENT SIGNS WHEREAS, the City of Redlands owns and maintains four (4) welcome monument signs located on city -owned property: 1. Ford Street at Redlands Blvd. 2. Barton Road east of Terracina Blvd. 3. Redlands Blvd. at Jennie Davis Park 4. Orange Street north of Pioneer Avenue WHEREAS, the purpose of the welcome monument signs is not to create a forum for public expression, but to establish a limited forum for the City of Redlands to recognize Redlands -based charitable service organizations actively serving the Redlands community which meet the policy and procedure set forth herein; and WHEREAS, the City has received multiple requests from additional registered 501(c)(3) non-profit organizations wishing to be represented on these welcome monument signs; and WHEREAS, the City Council finds it appropriate to establish formal policy and procedure for reviewing and approving the placement of new placards on existing city -owned welcome monument signs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. That the City Council of the City of Redlands does hereby adopt a policy and procedure for the placement of community service organization placards for registered 501(c)(3) non-profit organizations on the city welcome monument signs as set forth in Exhibit «A„ Section 2. This Resolution shall become effective immediately upon its adoption. Purpose: The purpose of this policy is not to create a forum for public expression, but to establish a limited forum for government speech wherein the City of Redlands may recognize Redlands - based charitable service organizations actively serving the Redlands community which meet the policy and procedure set forth herein. II. City of Redlands Welcome Monument Signs: This policy applies to the following four (4) City of Redlands welcome monument signs located on city -owned property: 1. Ford Street at Redlands Blvd. 2. Barton Road east of Terracina Blvd. 3. Redlands Blvd. at Jennie Davis Park 4. Orange Street north of Pioneer Avenue III. Eligible Organizations: To be eligible for the placement of a placard on a welcome monument sign, an organization must meet all the following criteria: A. The organization must be a nonprofit entity in good standing and be eligible to receive tax-deductible charitable contributions per the Internal Revenue Code Section 501(c)(3). B. The organization must provide evidence of the following: i. Must be a registered 501(c)(3) non-profit in good standing with an active local chapter based within the City of Redlands for the last ten years. "Active" means the organization has sponsored at least one program, activity or special event per year in Redlands; and ii. The nonprofit organization has provided direct, tangible support to the Redlands community for at least three (3) of the five (5) past years, including but not limited to sponsoring special events and programs, awarding scholarships, providing services, making donations, etc. I:\Resolutions\Res 8600-8699\8684 Establishing Policy Procedure for Placards on Momunent Signs (v.2).docx-1ns IV. Placement Request Procedure: A. Eligible organizations may request the placement of a placard on one or more of the City's welcome monument signs by submitting a completed application form and required attachments to the Facilities and Community Services Department. B. Applications will be reviewed on a first come first serve basis by the Facilities and Community Services Department to ensure compliance with the eligibility requirements. C. Placement of a placard on a monument sign is subject to space availability. If the welcome monument signs are filled to capacity due to the installation of the placards, the applications will be placed "on hold" until space becomes available. V. Approval Process: A. Applications will be reviewed by the Facilities and Community Services Department to ensure compliance with eligibility requirements. i. If eligibility requirements are met and sufficient space is available on the requested monument(s), approval may be granted by the Facilities and Community Services Department Director. ii. Upon approval, the organization, at its sole cost and expense, shall submit the organization's proposed placard artwork (typically the organization's logo) in a .jpg or .pdf file to the Facilities and Community Services Department for review and final approval. iii. The decision of the Facilities and Community Services Director to approve or deny an application or artwork for placement of a placard on a welcome monument sign is final and not appealable. VI. Installation Process: A. Once the artwork is approved, the requesting organization shall be responsible for procuring the placard(s) and delivering to the Facilities and Community Services Department. i. Placards shall be round or square with a diameter of 16" ii. Placards may be full color or black and white based on the branding standards of the organization. B. The City will be responsible for the installation of the approved placards once delivered to the Facilities and Community Services Department. VII. Removal of Placards: A. The City of Redlands retains the sole authority to remove, with or without notice, a placard of organizations which dissolve or no longer are tax exempt and eligible to receive tax-deductible charitable contributions per the Internal Revenue Code. B. The City of Redlands retains the authority to remove a placard which in the opinion of the Facilities and Community Services Department becomes faded or BResolutionARes 8600-869M684 Establishing Policy Procedure for Placards on Monument Signs (v.2).docx-ms damaged due to weather or other causes not attributable to City actions, or becomes a hazard to traffic on adjacent streets. Upon written notice from the Facilities and Community Services Department, the organization shall provide a replacement placard. The City will reinstall the replacement upon receipt.
