A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ADOPTING THE REDLANDS CLIMATE ACTION PLAN UPDATE ("CLIMATE
ACTION PLAN 2050") AND NEGATIVE DECLARATION FOR THE PLAN
WHEREAS, on December 5, 2017, the City Council adopted Resolution No. 7795
adopting the 2035 Climate Action Plan in conjunction with the 2035 General Plan; and
WHEREAS, on December 5, 2017, the City Council adopted Resolution No. 7794
certifying and adopting a Final Environmental Impact Report for the General Plan Update and
the Climate Action Plan; and,
WHEREAS, on December 18, 2023, the City Council initiated an update to the 2035
Climate Action Plan to monitor and benchmark progress toward the 2030 and 2035 greenhouse
gas (GHG) reduction targets, reflect the latest climate science and updated State guidance, as
well as align with new City and State targets for 2030 and 2045 (the "Project"); and
WHEREAS, on June 11, 2024, the Redlands Planning Commission reviewed the
Greenhouse Gas Inventory Update and Progress Report that was prepared by the City's
consultant; and
WHEREAS, on July 2, 2024, the Redlands City Council reviewed the Greenhouse Gas
Inventory Update and Progress Report that was prepared by the City's consultant; and
WHEREAS, the City's consultant and the Development Services Department conducted
a public outreach program between July 25, 2024, and October 20, 2024 (including two
community workshops, a community survey, and stakeholder meetings); and
WHEREAS, on April 22, 2025, the Redlands Planning Commission reviewed a list of
proposed GHG reduction strategies, and considered the written and verbal testimony submitted
by members of the general public; and
WHEREAS, the Project is subject to the California Environmental Quality Act (CEQA),
the City has prepared an Initial Study for the Project in accordance with the State CEQA
Guidelines, and proposed to adopt a Negative Declaration in accordance with CEQA Guidelines
Section 15074;
WHEREAS, the City has circulated the Initial Study for public review and comment for a
period of 30 days (from May 2, 2025, through June 2, 2025) as required by the California
Environmental Quality Act; and
WHEREAS, on April 30, 2025, a Notice of Intent to adopt the Initial Study/Negative
Declaration was filed with the State Clearinghouse (SCH No. 2025050137) and posted with the
County Clerk's Office as required by the California Environmental Quality Act; and
WHEREAS, on July 1, 2025, the City Council considered the City staffs written and
verbal reports, and the written and verbal testimony submitted by members of the general public.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS:
Section 1. CEQA Compliance. As the decision -making body for the Project, the City
Council has reviewed and considered the information contained in the Initial Study/Negative
Declaration, any public comments received, any Responses to Comments, and supporting
documentation. The City Council determines that the Negative Declaration and related
documents contain complete and accurate reporting of the environmental impacts associated with
the Project. The City Council finds that the Negative Declaration was prepared in compliance
with CEQA, and that the City complied with CEQA's procedural and substantive requirements.
Section 2. Independent Judgment of Lead Agency. The Negative Declaration for the
Project, prepared by the City's environmental consultant, reflects the City's independent
judgment and analysis. The City has exercised independent judgment and analysis in accordance
with Public Resources Code Section 21082.1(c)(3) in managing as appropriate the environmental
consultant and directing the consultant in the preparation of the Negative Declaration. The City
Council has independently reviewed and analyzed the Negative Declaration and finds that the
document reflects the independent judgment and analysis of the City.
Section 3. Adoption of Negative Declaration. The City Council finds on the basis of the
whole record that there is no substantial evidence that the Project will have a significant effect on
the environment and hereby adopts the Negative Declaration for the Project. The City Council
directs staff to file and post a Notice of Determination in accordance with the State CEQA
Guidelines.
Section 4. Custodian of Records. The custodian of documents and other material which
constitute the record of proceedings upon which its decision is based is the Development
Services Director or designee, and all records are located in the City's Development Services
Department.
Section 5. Adoption of the Climate Action Plan Update. The City Council hereby adopts
the "2050 Climate Action Plan." The City Council hereby determines that the 2050 Climate Action
Plan incorporates the latest climate science and updated State guidance, incorporates the State of
California's new GHG reduction goals for the years 2030 and 2 04 5, and will align the City's efforts
and programs to try to meet the new GHG reduction targets.
Section C. Effective Date. This Resolution shall become effective upon adoption.
