A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
REQUESTING THE LOCAL AGENCY FORMATION COMMISSION TO TAKE
PROCEEDINGS FOR THE PERIODIC REVIEW OF SPHERES OF INFLUENCE
RESOLVED, by the City Council of the City of Redlands that:
WHEREAS, the City of Redlands desires to initiate proceedings
pursuant to the Cortese-Knox Local Government Reorganization Act of
1965, Division 3 , commencing with Section 56000 of the California
Government Code, for the periodic review of spheres of influence; and
WHEREAS, the territory proposed to be added to the Redlands '
Sphere of Influence is inhabited and a description of the boundaries
of the territory is set forth in Exhibit A attached hereto and by
this reference incorporated herein; and
WHEREAS, the reasons for the proposed sphere of influence review
are as follows:
1 . Significant development has been proposed in areas adjacent
to the City of Redlands where no sphere of influence has
been defined.
2 . The City of Redlands desires a comprehensive evaluation of
the north and east sphere of influence boundaries.
NOW, THEREFORE, this Resolution of Application is hereby adopted
and approved by the City Council of the City of Redlands, and the
Local Agency Formation Commission of San Bernardino County is hereby
requested to take proceedings for the periodic review of territory as
described in the attached Exhibit A, according to the terms and
conditions stated above and in the manner provided by the
Cortese-Knox Local Government Reorganization Act of 1985 .

the City of Redlands at a regular meeting thereof held on the 6th day

California, do hereby certify under penalty of perjury that
the following is a true and correct excerpt from the minutes
of the City Council meeting held September 6 ,1988:
"Concurring they desired the Local agency Formation
Commission to review our Sphere of Influence,
Council discussed the areas to be considered.
Councilmember Cunningham moved to adopt Resolution
No. 4421, a resolution of application by the City
of Redlands requesting the Local Agency Formation
Commission to take proceedings for a periodic
review of spheres of influence incorporating
Alternate No. 2 for the attached map including the
shaded area reflected on Alternate No. 1 in the
Live Oak Canyon Road area and including the area to
the Greenspot Road and the Santa Ana River to the
north. Motion seconded by Councilmember DeMirjyn
and carried with Councilmember Johnson voting NO.
Councilmember Cunningham then moved that the City
of Redlands request the Vocal Agency Formation
Commission to waive all reimbursement fees related
to Resolution No. 4421 because that request
constitutes part of the periodic review of spheres
of influence required by Section 56425 of the State
Code. Motion seconded by Councilmember DeMirjyn
and carried unanimously. "

Dear Mr . Roddy:
Enclosed is a Redlands City Council Resolution requesting the
Local Agency Formation Commission to undertake a periodic
review of our sphere of influence . In light of the recent
incorporation of Highlands and incorporation vote in Yucaipa,
It seems appropriate to comprehensively review our north and
east sphere boundaries at this time.
Please also take note of the enclosed minutes which document
the councils ' request to waive reimbursement fees . If
further information is required, please contact Dick Bobertz
at 798-7555 .
