A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING A ONE-YEAR EXTENSION OF THE EXPIRATION DATE FOR
COMMISSION REVIEW AND APPROVAL NO. 918 FOR THE
CONSTRUCTION OF A 12,585 SQUARE -FOOT SUPPORTIVE HOUSING
FACILITY (ASSISTED LIVING FOR SENIORS) WITH 28 BEDS, AND
RELATED ON -SITE IMPROVEMENTS LOCATED ON THE NORTH SIDE
OF NORTH PLACE (APN: 0173-011-39-0000).
WHEREAS, Redlands Assisted Living, LLC, applicant and owner, has submitted an
application for Extension of Time No. 1 to construct the project approved with Commission
Review and Approval No. 918 for the construction of a 12,585 square -foot supportive housing
facility (assisted living for seniors) with 28 beds, and related on -site improvements including
driveways, parking lot, landscaping, and lighting on a one -acre property. The project site is a
vacant lot located on the north side of North Place (APN: 0173-011-39-0000), and approximately
400 feet east of S. Center Streetand415 feet west of S. Buena Vista Street, in the Residential
Suburban (R-S) District; and
WHEREAS; on September 13, 2022, the Redlands Planning Commission held a public
hearing, and adopted Resolution No. 1588 to approve Commission Review and Approvdl No. 918
and the associated Socio-Economic Cost/Benefit Study for the project; and
WHEREAS, on July 165 2024, the Redlands City Council approved a request for the first
one-year Extension of Time for the project entitlements; and
WHEREAS, Redlands Municipal Code section 18.12.130 permits an applicant to request
a one-year extension of time to extend the expiration date for a Commission Review and Approval,
provided the total number of such one-year extensions do not exceed three; and -
--WHEREAS; the applicant intends to develop the project approved by Commission Review
and Approval No. 918, and requests the extension to allow more time to complete the preparation - -
of construction plans for submittal into Plan Check; and
WHEREAS, following the meeting for the extension of time to Commission Review and
Approval No. 918, the City Council determined that the approval of the requested one-year
extension of time is in the best interests of the public health, safety, and general welfare.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
SECTION 1. California Environmental Quality Act. Approval of this Resolution is
exempt from further environmental review pursuant to Section 15061(b)(3) of the State Guidelines
implementing the California Environmental Quality Act, as there is no possibility of any
potentially significant environmental effects as a result of the time extension. Planning
Commission Resolution No. 1588 was adopted on September 13, 2022, and determined the project

was exempt from environmental review in accordance with the Califoriva Environmental Quality
Act. There are no changes proposed to the approved project as part of the extension of time.
SECTION 2. Approval of Extension of Time. The proposed one-year extension of time
for Commission Review and Approval No. 918 is hereby approved in accordance with Redlands
Municipal Code Section 18.12.130.
SECTION 3. Expiration Date. The new expiration date for Commission Review and
Approval No. 918 shall be September 13, 2026. The project shall remain subject to all original
Conditions of Approval (contained in Planning Commission Resolution No. 1588).
SECTION 4, Effective Date. This Resolution shall become effective upon adoption.
