THE CITY COUNCIL OF THE CITY OF REDLANDS does hereby resolve as follows: That pursuant to California Health and Safety Code Sections 17958 . 5 and 17958 .7 , the Mayor and City Council of the City of Redlands find that certain changes and modifications in the provisions of state building standards are necessary because of local conditions. The changes and modifications relate to Sections 505, 1807, 3802, and 3803 of the Uniform Building Code, 1979 Edition, and are set forth in the City of Redlands Ordinance No. 1751 . The purpose of these changes and modifications are to protect public safety, property, and public welfare from the increased fire hazards of this Redlands area which include low humidity climatic conditions together with high summer temperatures, erratic wind conditions, and the proximity of the San Andreas and San Jacinto seismic faults, faults which are potentially active and each located less than four miles from the City. History of property and life losses caused by the dry, hot, windy climatic conditions and caused by seismic action demon- strate the dangers and provides the need to cope with these potential disasters by increased protection regulated by the code changes and modifications .
