A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF REDLANDS RE IM THE
REDEVELOPMENT ADVISORY COMMISSION AND
REPEALING RESOLUTION NUMBER 187
WHEREAS, the City of Redlands has established a Redevelopylent Agency in
accordance with the Commiunity Redevelopment Law of the State of California;
and
WIHIE ' , it has been determined pursuant to 11--he Cormriunity
Redevelopiient Lz,1w that the City Council of the City of Pedlands shay act
as the Agency; and
'W-HEREAS, the Agency is adopting and i-implementing revel op-k,,ent plans
for the City
of Redlands; and
WHEEPEAS, the Redevelopment Agency has created a Redevelop%nt Advrisory
Com-ission to advise and support the Agency in carrying out the policies of
Re-development set forth In State law; and
�,&IEREAS, the Redevelopmnt Agency desires and finds that it is in the
public interest to apply certain guidelines to the Redeve-lopmrit Adv_'sory

SECTION 1. CREATION. A Redevelop mint Advisory Co' 'fission Lon of the
Redeve-lopiiient Agency of the City of Redlands is established for the purpose
of advising and supporting the Agency in carrying out the objectives of the
Redevelopment Plans of the City of Redlands.
SECTION 2. NUMBER, TERM AND QUORUM. The Redevelopment Advisory
Ccmission when created had nine members. It is now in the best interests
of the Agency for the Commission to function as a seven-member body and no
new members shall be appointed increasing such number.
Successor commissioners shall be appointed to staggered three-year term so
that continuity and experience are assured.
A quorum sha-li be four menbers.

SE ICU 4. STAFF. The City Redevelclvent Director shall serve as
staff to the Commission.
SECTION 5. VA ICY. If a vacancy on the Commission shall occur,
otherwise than by expiration of term, it shall be filled by appointment for
the unexpired portion of the term.
SECTION 5. FORFEITURE OF OFFICE BY ABSENCE. Any Commissioner who
absents him or herself from any three consecutive regular meetings of the
Commission (unless excused from such attendance by consent of the
Commission expressed by action of record in its minutes) shall thereby
automatically forfeit his or her office as a member of the Commission; and
the name of such person shall be automatically removed from the membership
of the Commission immediately after the adjournment of any such third
consecutive regular meeting at which such Cmmissioner has not appeared.
The staff of the Co fission shall thereupon ETc,tiy notify the Agency,
and arry such person so ceasing to be such Camamissioner, of such fact;
whereuEns the vacancy so created shall be filled by appointnent as provided
under Section 2.
SE ICN 6. RESPONSIBILITY. It shall be the res,nsibility of the
Commission to provide advice, assistance and sup rt to the Agency on
redevelopment matters. The Wamission shall endeavor to promote public
interest in and understanding of the Redevelopment Plans and regulations
relating thereto.
SECTION 7. CIWEIINN. WE; Cignmission shall elect a Chainnian for the
ten ® of one year, and such other officers as the Ccmission way deem
advisable.
SEIO'14 8. RECORDS. The Corraission shall cause proper records to be
kept of all of its official acts and proceedings and shall make reports to
the Agency.
SECTIO N 9. ORGANIZATION AILNUD MEETINGS. Except as otherwise provided in
this resolution, or by law, the Commission shall have power to and shall
provide for its own organization; shall adopt rules and regulations for the
transaction of business before it; and shall designate the time and place
for the regular monthly meeting or meetings of the Commission.
SECTION 10. MEETING IN COUNCIL CHAMBERS. The Commission may use the
Council Chamber in Safety Hall as the place for its meetings.
SECTION 11. GUIDELINES - CONFLICT OF INTEREST. Nombers of the
Redevelopment Advisory Commission shall not be financially interested in
any Aquncy contract reviewed and recomiended by them in their official
capacity, or by any b or board of which they are rembers. Nbr shall
Rudeveiopment Advisory Commission noubers be purchasers at any sale or
vendors at any purchase rbade by them in their official capacity.

SECTION 12. REPEAL OF RESCLUTION NO. 187. This resolution by its
adoption repeals and supersedes the previously adopted Resolution No. 187
entitled "Resolution of the Redevelopment Agency of the City of Redlands
Establishing a Redevelopment Advisory Commission and Repealing Resolution
No. 187" and the provisions of this resolution shall control and govern for
purposes of this assessment district.
