A JOINT RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF REDLANDS AND THE BOARD OF EDUCATION OF THE
REDLANDS UNIFIED SCHOOL DISTRICT
SUPPORTING ACA 35
WHEREAS, cities, school districts and other local govern-
ment jurisdictions have had to reduce many programs because of
the shortfall of revenues in recent years ; and
WHEREAS, cities and school districts have tried to cut
costs and increase efficiency and effectiveness to maintain
important services and programs for the public; and
WHEREAS, these efforts have been hindered by the passage
every year of legislation which mandates costs on local govern-
ments without adequate reimbursement; and
WHEREAS, Assemblyman Charles Bader has proposed ACA 35
which provides that the State Board of Control shall determine
,71hether the Legislature's appropriation is sufficient to pay
for the cost of the mandated _programs ; and
WHEREAS, if the Board determines that the appropriation
is insufficient, the local governments duty to carry out the
State mandated local program is suspended.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Redlands and the Board of Education of the Redlands
Unified School District do hereby endorse ACA 35 and encourage
the Governor and Legislature to support this constitutional
amendment,
