A RESOLUTION OF THE CITY OF REDLANDS OPPOSING
AB 4298 RELATING TO RECYCLING
WHEREAS, Assembly Bill 4298 does not meet the long term plan of
the City of Redlands for recycling and mandates of AB 939 to recycle
25 percent of the waste by the year 1995 and 50 percent by the year
2000; and
WHEREAS, Assembly Bill 4298 would force bankruptcy of the
Recycling Fund; and
WHEREAS, Assembly Bill 4298 dismantles AB 2020 , at the urging of
the bottle industry and ENVIPCO California; and
WHEREAS, the payment of a guaranteed monthly "recycling service
fee" to a specified company provides disincentives for collectible
glass containers; and
WHEREAS, Assembly Bill 4298 exempts the required payments for
recycling costs, shifting the burden to the City and the public by
causing the increases of waste into the landfill and thereby
increasing landfill costs;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Redlands, California, fully opposes Assembly Bill 4298 and directs
that copies of this resolution be mailed to Assembly Speaker Willie
Brown, Assemblyman Paul Woodruff, and Senator Bill Leonard expressing
the City of Redlands' concerns.
ADOPTED, SIGNED AND APPROVED this 19th day of June, 1990.
