HomeMy WebLinkAbout4464_CCv0001.pdf RESOLUTION 4464 A RESOLUTION OF THE CITY OF REDLANDS URGING THE STATE WATER RESOURCES CONTROL BOARD TO REVISE ITS DRAFT REPORT ENTITLED "WATER QUALITY CONTROL PLAN FOR SALINITY, SAN FRANCISCO BAY/SACRAMENTO-SAN JOAQUIN DELTA ESTUARY" WHEREAS the San Bernardino Valley Municipal Water District was formed in 1954 to bring supplemental water to the region, and in 1960 entered into a contract with the State Department of Water Resources for 102,000 acre feet of State Project Water and committed over time to pay the State approximately one billion dollars for this water; and WHEREAS the City of Redlands residents have paid taxes and assessments to the San Bernardino Valley Municipal Water District to support the District in obtaining an entitlement to State Project Water; and WHEREAS the availability of State Project Water from the San Bernardino Valley Municipal Water District is the cornerstone of the 1969 Orange County and Western judge- ments on the upper Santa Ana River and if State Project Water availability is reduced could result in renewal of litiga- tion; and WHEREAS the City of Redlands has constructed a new eight million dollar, 12 million gallon per day water treatment plant which relies, in part, on the continuous availability of State Project Water; and WHEREAS the City of Redlands and nine other agencies entered into a water agreement in 1976 called the Santa Ana-Mill Creek Cooperative Water Project, which pro- vides an economical exchange plan for water and relies on the availability of State Project Water to make the agreement work; and WHEREAS the proposed State Water Resources Control Board draft water quality control plan would reduce the amount of State Project Water available and currently being paid for by the San Bernardino Valley Municipal Water District to about 25% of their contractual entitlement from the Department of Water Resources; and WHEREAS the State Water Resources Control Board ' s draft water quality control plan makes the following recommendations that imperil the City of Redlands water supplies: restricting State Project Water deliveries to 1985 levels; substantially reducing exports during high-demand -1- months; requires significant releases of stored water without adequate substantiation that such releases will aid the fisheries; fails to address the problem of trihalomethane precursors in the Delta; negates existing cooperative opera- tion agreements among a variety of governmental and environ- mental agencies; urges the deep cycling of reservoirs without regard to storing water for drought or natural emergencies such as earthquakes; and WHEREAS the draft report states that Southern California, which is already the national leader in water conservation should be responsible for 92 percent of the conservation urged for the entire state; NOW, THEREFORE BE IT RESOLVED that the City of Redlands strongly urges the State Water Resources Control Board to recall its draft report and consider additional information for use in the drafting of a revised report that more fairly balances the uses of water from the Sacramento/ San Joaquin Delta and mitigates the damage done by the release of the original version . BE IT FURTHER RESOLVED that this action be done swiftly and that the revised plan takes into account the very significant role the Delta plays in meeting the urban and agricultural water needs of the State of California.
