A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING COMMISSION DETERMINATION NO. 66 CLASSIFYING
VETERINARY CLINICS WITH NO OVERNIGHT BOARDING A
CONDITIONALLY PERMITTED USE WITHIN THE NEIGHBORHOOD
CONVENIENCE CENTER (C-2) DISTRICT.
WHEREAS, Arivia's Animal House, has applied for Commission Determination No. 66
requesting for the Planning Commission to make the determination to allow a veterinary clinic
with no overnight boarding as a conditionally permitted use at 1150 Brookside Avenue, Unit U
(APN: 0171-402-50-0000) in the Neighborhood Convenience Center (C-2) District; and,
WHEREAS, pursuant to Section 18.12.050 of the Redlands Municipal Code, the Planning
Commission is responsible for making recommendations to the City Council on requests seeking
the classification of uses that are unlisted in the zoning ordinance; and,
WHEREAS, on August 12, 2025, the Planning Commission held a public meeting and
considered the staff report, oral report, the testimony, and the written evidence submitted by and
on behalf of the applicant, and by members of the public; and,
WHEREAS, on August 12, 2025, the Planning Commission recommended that the City
Council approve Commission Determination No. 66; and,
WHEREAS, the proposed action is exempt from the California Environmental Quality
Act (CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3) and 15301.
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF
THE CITY OF REDLANDS AS FOLLOWS:
SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. The proposed action
(land use interpretation and determination) is exempt from environmental review in accordance
with Sections 15061(b)(3) and 15301 of the California Environmental Quality Act Guidelines.
Pursuant to Section 15061(b)(3), this proposal is exempt from CEQA review because there is no
possibility that the land use determination may have a significant effect on the environment, insofar
as it would allow for a comparable land use that is similar to those land uses already explicitly
listed in the City's zoning regulations (i.e., similar use). Furthermore, even if the proposal is
considered a project, the proposed land use determination is categorically exempt under CEQA
Guidelines Section 15301 (Existing Facilities) because the proposed land use would be contained
within an existing development and existing building. Accordingly, no further environmental
review is necessary.
SECTION 2. FINDINGS FOR APPROVAL. In accordance with Section 18.12.040 of the
Redlands Municipal Code, the City Council hereby affirms the findings contained in Planning
Commission Resolution No. 1716 and makes the following findings for approval of Commission
Determination No. 66.

1. The use is in conformity with the stated intent and purpose of the zone.
Activities involving a veterinary clinic substantially conform to the stated intent and
purpose of the Neighborhood Convenience Center (C-2) District. The purpose of the C-2
zoning district is to provide land for commercial purposes which are determined to be
desirable to the public convenience and welfare in the location proposed. Veterinary clinics
without overnight boarding provide medical services for pets and domestic animals in a
convenient location for nearby residents within an existing neighborhood commercial
center, which is consistent with the intent of the zone.
2. Field Investigations have disclosed that the subject use and its operation are compatible
with the uses permitted in the zone wherein it is proposed to be located.
Veterinary clinics and retail services (with no overnight boarding or kennel) located within
shopping centers and commercial buildings may be found to be compatible with nearby
multi -family and single-family residential uses, subject to a Conditional Use Permit. The
C-2 zone currently allows for a variety of businesses for neighborhood residents (including
categories of uses such as retail stores, convenience goods, office uses, personal services,
personal physical arts studios, restaurants and other eating establishments, and mixed
residential and commercial uses). Veterinary clinics and related services (with no overnight
boarding) for utilization by the City's residents, during normal daytime business hours,
would be expected to be compatible with other uses permitted in the same zone.
3. The subject use is similar to one or more uses permitted in the zone within which it is
proposed to be located.
The proposed activity is substantially similar to medical office operations, which are
allowable subject to a Conditional Use Permit in the Neighborhood Convenience Center
(C-2) District. According to the Municipal Code, medical offices encompass several
practices such as dentistry, ophthalmology, and physicians. The proposed veterinary clinic
for pets and domestic animals will provide similar medical services to animal patients.
Therefore, the similar use as a veterinary clinic (without overnight boarding or kennel) to
provide medical services for domestic animals would be similar to other uses allowed in
the Neighborhood Convenience Center (C-2) District.
4. The subject use will not cause substantial injury to the use ofproperty in any abutting zone.
Veterinary clinics and related services (with no overnight boarding) located within
shopping centers and commercial buildings may be found to be compatible with nearby
multi -family and single-family residential uses, subject to a Conditional Use Permit. The
review and approval process for a Conditional Use Permit will evaluate each application
on its own merits and review each proposal for any potential incompatibility, land use
conflicts, or potential nuisances. A Conditional Use Permit includes appropriate conditions
of approval to avoid or mitigate any potential land use conflicts or nuisances for a specific
land use (either within the same zone or abutting different zones). Therefore, the proposed

use would not be likely to cause substantial injury to the use of property in any abutting
zone(s).
SECTION 3. APPROVAL OF COMMISSION DETERMINATION NO. 66. The City
Council hereby approves Commission Determination No. 66 classifying veterinary clinics (with
no overnight boarding or kennels) as a Conditionally Permitted use within the Neighborhood
Convenience Center (C-2) District, based on the findings provided herein.
SECTION 4. EFFECTIVE DATE. This Resolution shall become effective upon adoption.
